SUMMARY:Town of Cary: Regular Meeting
LOCATION:Council Chambers\, 316 N. Academy Street\, Cary Town Hall\, Cary\, NC 27513
DESCRIPTION:Town Council\n\nCary's town council accepted a $400\,000 donation from the Shane Pegram Family Foundation to fully fund an accessible playground renovation at Davis Drive Park. It approved two annexations and rezonings on its consent agenda\, for 227 and 309 Barbee Road and a zoning map correction at 200 Glendon Way\, and extended the borrowing authority on $225 million in 2019 voter-approved bonds by three years\, with $100 million still unspent.\n\nThree more annexation and rezoning cases drew public hearings without a final vote: a 12.61-acre\, 24-home proposal on Pittard Sears Road that neighbors argued is too dense and would worsen stormwater and traffic\; a 48.79-acre assemblage at Yates Store Road and New Hope Church Road\; and a 4.33-acre tract on White Oak Church Road. All three were sent to the Planning and Zoning Board\, with council action deferred to a future meeting.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2682\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/262

SUMMARY:Town of Cary: Quarterly
LOCATION:Courtyard by Marriott Raleigh Cary/Parkside Town C\, 1008 Parkside Main St\, Cary\, NC 27519
DESCRIPTION:Town Council\n\nCary's quarterly council meeting on November 13 produced one figure worth remembering: 12 percent. The town manager told the council that when residents say the council approves nearly every rezoning\, the technically correct answer is that only 12 to 20 percent of potential rezonings ever reach a council vote\, because the council's policy goals filter out the rest before that.\n\nThe council also learned it recouped $46.9 million from reassessed capital projects — $15 million back to the general fund balance and $31.9 million to capital reserve\, of which $18.2 million is restricted to transportation\, $7.6 million to parks from developer payments in lieu\, and $6.1 million unrestricted.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2718&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/298

SUMMARY:Town of Cary: Committee Meeting
LOCATION:Conference Room 11130\, 316 N. Academy Street\, Cary Town Hall\, Cary\, NC 27513
DESCRIPTION:Greenway Committee\n\nCary's greenway committee gave staff a long list of what belongs on the rebuilt greenway hub kiosk at Bond Park on November 18: a QR code\, bike and hike maps\, a Bond Park map\, a speed limit sign\, rules and regulations\, historical information\, mileage\, the point where most greenways connect\, historic landmarks and nearby retail.\n\nMembers also asked whether more greenways could reach Downtown Cary Park and whether a kiosk could go there. Staff said several routes circle the park but running one through it is hard because of space and foot traffic\, and agreed to look into a kiosk.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2719&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/302

SUMMARY:Town of Cary: Advisory Board Meeting
LOCATION:Conference Room 11130\, 316 N. Academy Street\, Cary Town Hall\, Cary\, NC 27513
DESCRIPTION:Human Relations\, Inclusion\, & Diversity Advisory Board\n\nCary staff brought the town's utility billing system to the human relations\, inclusion and diversity advisory board on December 2 for feedback\, and got a long list. A member said the system feels outdated. Others said it should be available in other languages\, that setting up notifications is not easy\, and that the monthly bill and current water usage do not line up.\n\nThe board's clearest recommendation was to opt every resident into consumption notifications by default and let them opt out\, rather than the other way round.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2728&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/310

DESCRIPTION:Parks\, Recreation & Cultural Resources Advisory Board\n\nCary's parks\, recreation and cultural resources advisory board recommended disbanding the town's athletic committee on January 5 and folding its subjects into the board's own work. Staff had walked through the committee's history and the difficulties it faces\; the vote was unanimous.\n\nThe board also recommended taking a payment into the recreation fund rather than a land dedication from a rezoning at 8732 Green Level Church Road\, where 3.31 acres are going from R-40 to R-12 conditional use for up to six houses. The dedication would have been 0.17 acres\, and Thomas Brooks Park and the White Oak Church Road tract are both within a mile with greenway connections.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2740&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/325

DESCRIPTION:Greenway Committee\n\nCary's greenway committee took its 2026 calendar and work plan on January 15 and welcomed new members\, deferring the election of a chair and vice chair to February.\n\nThe committee heard from its parks advisory board liaison that the town's athletics committee is being sunset after more than twenty years\, with the parks department absorbing some programme oversight and volunteers offered other ways to take part.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2747&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/334

DESCRIPTION:Town Council\n\nCary's council put $250\,000 behind finding out what went wrong at the top of its own organisation on January 22. It approved up to $150\,000 for a law firm investigation into matters related to the former town manager\, and $100\,000 for an employee engagement plan including a staff survey.\n\nThe council had placed the town manager on paid administrative leave unanimously on November 20\, and he resigned on December 13. The stated purpose of both pieces of work was to give the full council and the interim manager the information needed to resolve issues and move on.\n\nThe night also brought the Ferrell Road annexation and rezoning\, a GoCary Title VI programme update\, and a revisit of the money set aside for the Walnut Street gravel lot.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2751&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/337

The other\, statement 143\, updates the council's rules of order for live streaming\, minutes and quorum notice.\n\nThe consultant request comes out of recommendations the town received from the law firm Womble Bond Dickinson. Cary's own HR department currently runs the annual performance reviews of the town manager\, town attorney and town clerk\, and the firm called that a precarious position for staff who report to the people they are reviewing. Mayor Harold Weinbrecht was absent following a death in his family\, and the mayor pro tem chaired.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2833&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/438

SUMMARY:Town of Cary: Regular Meeting
LOCATION:Council Chambers\, 316 N. Academy Street\, Cary Town Hall\, Cary\, NC 27513
DESCRIPTION:Town Council\n\nCary's council took three public hearings on 23 July: an annexation and a rezoning at 719 Pittard Sears Road\, and a resolution that would let the Raleigh Housing Authority acquire and preserve mixed-income housing in Cary. Two rezonings sat under discussion\, one of them for a life care campus on Reedy Creek Road.\n\nAn eight-item consent agenda carried the rest\, including an amendment to the Chatham-Cary joint land use plan\, the resolution setting the Jacobs Creek annexation hearing\, a pump station contract\, and the council's own rules of procedure. An anti-retaliation policy for staff reporting improper activities came up under discussion.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2832&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/441

SUMMARY:Town of Cary: Quarterly
LOCATION:Herbert C Young Community Center\, 101 Wilkerson Avenue\, Cary\, NC 27513
DESCRIPTION:Town Council\n\nCary's council held its fourth-quarter meeting on Tuesday afternoon at the Herbert C. Young Community Center\, with the NC 55 water main break two days earlier at the top of the agenda. The rest of the afternoon was money and workload: unaudited fiscal 2026 results\, a debt and credit rating discussion led by the town's financial adviser Davenport\, a legislative update\, and an exercise in which members ranked what staff should work on for the rest of the year.\n\nThe agenda also set aside an hour for real estate\, covering the disposition of town-owned property at 100 N. Academy Street and a council-initiated item to sell 600 and 604 Kildaire Farm Road.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2856&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/468

SUMMARY:Town of Cary: Regular Meeting
LOCATION:Council Chambers\, 316 N. Academy Street\, Cary Town Hall\, Cary\, NC 27513
DESCRIPTION:Town Council\n\nCary's council takes up the Alston Commons rezoning on Thursday\, 22.74 acres at NC 55 and Petty Farm Road moving from office and research zoning to mixed use. The plan allows 500 to 625 apartments\, 200\,000 square feet of office and 55\,000 of commercial\, including a car wash of up to 30\,000 square feet. The applicant has committed to structured parking\, 48 electric vehicle charging spaces\, and renting at least 5 percent of the units to households at or below 80 percent of area median income for thirty years. The Planning and Zoning Board found the request consistent with the Imagine Cary plan 8-1\, in July 2025.\n\nThe council also votes on extending its smoking ban. The 2007 ordinance covers town buildings and vehicles\; the amendment would reach all town grounds\, the whole parks system including greenways and trails\, and private enclosed places open to the public across the town\, with a narrow allowance for designated outdoor smoking areas. E-cigarettes are covered throughout\, and the effective date is 1 July 2027.\n\nTwo more items and a long consent agenda. The Flat Iron development downtown asks to raise its permitted apartments from 200 to 250 and to cut the town's funding commitment\, in an amendment to the 2022 development agreement for what was the Number 5 Mixed Use project. A council member asks to make the Transportation and Mobility Committee a formal board. On consent are a five-year fuel management contract worth up to $14.81 million\, a $13.7 million amendment to the GoCary transit operations contract\, a $1.62 million water main on Optimist Farm Road that interconnects with Holly Springs for emergency backfeed\, and a $2\,367\,765 appropriation to cover an arbitrage rebate the town owed the federal government after unspent 2021 bond proceeds earned more interest than federal limits allow.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2861&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/473
