DESCRIPTION:Town Council\n\nCary's town council accepted a $400\,000 donation from the Shane Pegram Family Foundation to fully fund an accessible playground renovation at Davis Drive Park. It approved two annexations and rezonings on its consent agenda\, for 227 and 309 Barbee Road and a zoning map correction at 200 Glendon Way\, and extended the borrowing authority on $225 million in 2019 voter-approved bonds by three years\, with $100 million still unspent.\n\nThree more annexation and rezoning cases drew public hearings without a final vote: a 12.61-acre\, 24-home proposal on Pittard Sears Road that neighbors argued is too dense and would worsen stormwater and traffic\; a 48.79-acre assemblage at Yates Store Road and New Hope Church Road\; and a 4.33-acre tract on White Oak Church Road. All three were sent to the Planning and Zoning Board\, with council action deferred to a future meeting.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2682\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/262

SUMMARY:Town of Cary: Committee Meeting
LOCATION:Conference Room 11130\, 316 N. Academy Street\, Cary Town Hall\, Cary\, NC 27513
DESCRIPTION:Athletic Committee\n\nCary staff asked the athletic committee on November 17 what it is for\, and the answers were blunt. One member said he had hoped for an advise-and-consent role and questions whether the committee has meaningful impact. Another said the committee has good ideas that do not seem to move forward. The chair said she was not sure what staff need from the committee.\n\nStaff acknowledged the pattern: there have been good discussions about new programmes\, but budget and staff capacity have slowed them\, and asked whether the committee might work better as something else\, such as a work team. Seven weeks later\, on January 5\, the parks advisory board recommended disbanding the committee after more than twenty years and folding its subjects into its own work.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2722&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/299

DESCRIPTION:Greenway Committee\n\nCary's greenway committee gave staff a long list of what belongs on the rebuilt greenway hub kiosk at Bond Park on November 18: a QR code\, bike and hike maps\, a Bond Park map\, a speed limit sign\, rules and regulations\, historical information\, mileage\, the point where most greenways connect\, historic landmarks and nearby retail.\n\nMembers also asked whether more greenways could reach Downtown Cary Park and whether a kiosk could go there. Staff said several routes circle the park but running one through it is hard because of space and foot traffic\, and agreed to look into a kiosk.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2719&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/302

DESCRIPTION:Public Art Advisory Board\n\nCary's public art advisory board adopted its rules of order and its 2026 work plan on November 19. Asked whether the board has a budget of its own\, staff confirmed it does not.\n\nMembers wanted an app that would guide people to a particular piece of public art. The mayor disclosed that on December 15\, saying the vote on November 20 was unanimous and followed public records requests that surfaced activities the council then reviewed and confirmed with staff.\n\nNothing on the published agenda says so. Both votes at the November hearing were 5-0\, and the resolution carried 5-0.\n\nThe approval came with conditions the applicant largely volunteered: no swim meets from October through April\, pool lighting off by 9:30 p.m. in those same months\, vegetation cleared from the sight distance triangle\, and recording of the permit with the Wake County Register of Deeds once the appeal period ends.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2726&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/309

Staff were clear it is at a very early stage\, with a community survey as the next step and any programme requiring an ordinance change by the council.\n\nUrban archery runs January 10 to February 15 and covers bow and crossbow only. DESCRIPTION:Parks\, Recreation & Cultural Resources Advisory Board\n\nCary's Parks\, Recreation and Cultural Resources Advisory Board reviewed two rezoning cases on 3 August — 25-REZ-08 on Jacobs Creek Lane and 23-REZ-14\, the Hatcher property. This board sees a rezoning for what it means for parks\, greenways and open space before the Planning and Zoning Board and the council take it.\n\nBoth cases went on to those bodies: Planning and Zoning recommended the Hatcher rezoning on 24 August\, where the applicant committed to build the village trail and part of the Kit Creek greenway corridor. The rest of this agenda is reporting — the board's annual report for 2025-26\, monthly parks and administration reports\, the cultural resources division report\, and a sports and community report.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2836&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/444

DESCRIPTION:Historic Preservation Commission\n\nThe commission settled on a history trivia night at a local historic venue as its community event\, choosing it over a downtown walking tour and a history day at a preserved Civil War farm. All three concepts came from commissioners and a teen council representative\, and elements of the others will fold in.\n\nStaff also reported a break-in at the Nancy Jones House and confirmed that funding for a historic preservation master plan cleared the 2027 budget\, with a request for proposals due this autumn.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2840&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/451

DESCRIPTION:Public Art Advisory Board\n\nCary's Public Art Advisory Board reviewed two pieces on 19 August: artwork for the Hampton Inn on Alston\, commissioned privately by the hotel's developer\, and a piano painted for the town's Lazy Daze 50Daze program. Both were listed for review and action rather than discussion.\n\nThe rest was updates: a long-term interactive sculpture going into Downtown Cary Park\, the Lazy Daze chalk walk and pop-up artworks\, and a handout on current capital and temporary projects. DESCRIPTION:Town Council\n\nCary's council considers an 18-month moratorium on accepting or processing data center and cryptocurrency-mining development applications\, exempting on-site equipment that draws under a megawatt\, while staff study power demand\, water use\, noise and site design and draft permanent rules. It also holds a hearing on annexing 8.99 acres at 4312 Jacobs Creek Lane\, tied to a rezoning for up to 16 detached houses\, with a vote deferred to a later meeting so the two can be decided together.\n\nA twelve-item consent agenda would authorize contracts including $905\,200 for engineering on the Western Wake Regional Water Reclamation Facility expansion\, a $4.14 million bid to rebuild the Cary Tennis Park courts\, and adoption of the ENGAGE and MOVE chapter updates to the Imagine Cary plan. Council also considers making permanent a parking ban on East Cedar Street.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2843&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/458

DESCRIPTION:Parks\, Recreation & Cultural Resources Advisory Board\n\nCary's Parks\, Recreation and Cultural Resources Advisory Board meets at 5:15\, in conference room 10035 and by phone. The substantive business is under New/Old Business: a renovation plan for the Godbold Park playground presented by Andrew Marsden\, the board's own annual report\, a review of its 2025-2026 work plan\, and a welcome to Cary Teen Council representatives.\n\nThe rest is the board's standing round of reports — administration and parks\, cultural arts\, Downtown Cary Park\, sports and community centres\, and committee reports — with a Teen Council report and a Cary Art Daze work group report beneath them. A council liaison comment from Sarika Bansal and a director's report from John Collins open the meeting\, and there is a public comment period. Written comments sent before noon on the day are summarised at the meeting.\n\nOne caution for anyone reading the item list on this page: it is not the agenda. The six entries the portal published are the names of attached files\, not the ten numbered items above.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2854&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/465

Three items of business: a presentation on the 311 service and a Parks\, Recreation and Cultural Resources resident survey\, an item on Cyber Security Month\, and the board's annual report. The agenda marks all three as needing no advance preparation.\n\nThe board then works its standing watch list: economic development\, future technologies\, smart and connected cities\, social media\, and town communications. The agenda was information rather than decisions: adoption of the parks\, recreation and cultural resources system plan and the bike plan\, current greenway closures\, and Great Trails State Day on 17 October.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2853&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/470

SUMMARY:Town of Cary: Regular Meeting
LOCATION:Council Chambers\, 316 N. Academy Street\, Cary Town Hall\, Cary\, NC 27513
DESCRIPTION:Town Council\n\nCary's council takes up the Alston Commons rezoning on Thursday\, 22.74 acres at NC 55 and Petty Farm Road moving from office and research zoning to mixed use. The plan allows 500 to 625 apartments\, 200\,000 square feet of office and 55\,000 of commercial\, including a car wash of up to 30\,000 square feet. The applicant has committed to structured parking\, 48 electric vehicle charging spaces\, and renting at least 5 percent of the units to households at or below 80 percent of area median income for thirty years. The Planning and Zoning Board found the request consistent with the Imagine Cary plan 8-1\, in July 2025.\n\nThe council also votes on extending its smoking ban. The 2007 ordinance covers town buildings and vehicles\; the amendment would reach all town grounds\, the whole parks system including greenways and trails\, and private enclosed places open to the public across the town\, with a narrow allowance for designated outdoor smoking areas. E-cigarettes are covered throughout\, and the effective date is 1 July 2027.\n\nTwo more items and a long consent agenda. The Flat Iron development downtown asks to raise its permitted apartments from 200 to 250 and to cut the town's funding commitment\, in an amendment to the 2022 development agreement for what was the Number 5 Mixed Use project. A council member asks to make the Transportation and Mobility Committee a formal board. On consent are a five-year fuel management contract worth up to $14.81 million\, a $13.7 million amendment to the GoCary transit operations contract\, a $1.62 million water main on Optimist Farm Road that interconnects with Holly Springs for emergency backfeed\, and a $2\,367\,765 appropriation to cover an arbitrage rebate the town owed the federal government after unspent 2021 bond proceeds earned more interest than federal limits allow.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2861&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/473

LOCATION:Virtual / Conference Room 11130\, Call-in information will be available on agenda\, For in person attendance: 316 N. Academy Street\, Cary\, NC 27513
DESCRIPTION:Parks\, Recreation & Cultural Resources Advisory Board\n\nCary's Parks\, Recreation and Cultural Resources Advisory Board meets Monday with new members\, and much of the agenda is orientation: an overview of the board\, its rules of order\, an introduction to department leaders\, a 2026-27 work plan and the election of a vice chair. Staff also walk through payment in lieu of park land and the town's fiscal 2027 capital projects.\n\nThe one development case is 26-REZ-04\, which would annex 5.9 acres at 719 Pittard Sears Road from Chatham County and zone it for up to 11 detached homes. The town's ordinance would require 0.31 acres of park land. Staff recommend a payment in lieu instead\, because the dedication would be small and the street-side trail along the frontage\, which links to the American Tobacco Trail\, is already built. Division reports round out the meeting. Summer camps drew 7\,135 registrations from 3\,624 children\, and 92% of the 385 camps filled.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2866&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/475

SUMMARY:Town of Cary: Regular Meeting
LOCATION:Council Chambers\, 316 N. Academy Street\, Cary Town Hall\, Cary\, NC 27513
DESCRIPTION:Town Council\n\nCary's Town Council decides Thursday whether to ban smoking and vaping across its parks\, greenways\, trails and town grounds. The ban would also cover enclosed public places throughout the town\, with a narrow allowance for designated outdoor smoking areas. The 2007 ordinance covers only town buildings and vehicles. The proposal would take effect on 1 July 2027.\n\nThe one public hearing is 23-REZ-14\, the Hatcher Property rezoning. It would rezone 23.15 acres at 74 and 80 Saunders Grove Lane and an adjoining Morrisville Carpenter Road parcel from R-40 to R-8-CU\, for up to 52 detached homes\, a transit easement and a greenway along the western edge. The Planning and Zoning Board found it consistent with the Imagine Cary plan 6-0\, and staff recommend approval. The consent agenda rewrites the fee schedule's text to meet a new state law requiring published fee methods and estimates within 10 business days. It also adds $238\,625 in inspection work to the water main replacement contract with CJS Conveyance.\n\nAgenda: https://carync.iqm2.com/Citizens/FileOpen.aspx?Type=14&ID=2871&Inline=True\nWatch: https://www.youtube.com/@caryncgovchannel/streams\nDetails: https://ncgovwatch.com/meetings/481
