SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's town council opened legislative hearings on three conditional zoning applications: a mixed-use project of up to 575 apartments and 135 townhomes at 860 Weaver Dairy Road\, a 170-unit project at 115 Chapel Point Road\, and a 76-unit townhome development at 5640 Old Chapel Hill Road. The council heard extensive public comment and staff and applicant presentations on each\, then continued all three hearings to later meetings rather than voting on them that night. The council also adopted a resolution authorizing the town to enter opioid settlement agreements and called a hearing on an omnibus set of land use ordinance changes covering housing\, permitting\, signs and parking.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2025/9/2302_A_Town_Council_25-09-24_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1610

SUMMARY:Town of Chapel Hill: Historic District Commission
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Historic District Commission\n\nChapel Hill's Historic District Commission reviewed four certificate-of-appropriateness applications: a solar shade structure for a community garden on Wilson Street\, a new backyard cottage on Hillsborough Street built around a 200-year-old relocated structure\, a rooftop solar and battery system on Gimghoul Road\, and a garden house\, plunge pool and fencing addition at another Gimghoul Road property.\n\nThe commission also planned to approve two routine consent-agenda decisions and elect new officers after Commissioner Hawisher's departure.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2025/10/2316_A_Historic_District_Commission_25-10-14_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1615

SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's council takes up two rezonings and opens a hearing on a broad rewrite of its development rules. One rezoning would allow a 19-acre multifamily project with affordable units at 115 Chapel Point Road\; the other would allow 34 to 76 townhomes at 5640 Old Chapel Hill Road. The council also opens a hearing on an omnibus text amendment that would loosen lot-size\, parking and site-plan-review rules under the Land Use Management Ordinance\, with a plan to continue it to November 19.\n\nThe consent agenda includes a Transit Fund budget amendment for two buses\, a roof-replacement contract for the Public Works campus\, a stream-restoration grant request for the Glen Lennox neighborhood\, an update to the town's Percent for Art program\, an interlocal agreement with OWASA on service-extension studies\, and a change to the council's own procedures manual. The council will also review applications to fill the seat left vacant by a council member's resignation.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2025/10/2312_A_Town_Council_25-10-22_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1617

SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's town council takes up a modification to the conditional zoning for the Hillmont development at 146 Stancell Drive that would cut required affordable housing units from 43 to 20 in exchange for a $1.15 million contribution to the town's Affordable Housing Fund\, along with a special use permit modification for a 195-foot telecommunications monopole at 1721 E. Franklin Street and a concept plan review for improvements to the UNC Faculty Club at 1 Alice Ingram Drive.\n\nOn consent\, the council considers a franchise agreement with Public Service Company of North Carolina for natural gas service\, FY2026 Percent for Art funding\, and its 2026 meeting schedule. The agenda also includes a public hearing on housing and community development needs for the Community Development Block Grant program\, a review of applications for a council vacancy\, funding for a Glen Lennox stream restoration project\, and appointments to the Community Design Commission.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2025/11/2306_A_Town_Council_25-11-12_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1621

SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's Nov. 19 council meeting opens with proclamations for OWASA's Care to Share Day\, Small Business Saturday\, and Native American Heritage Month\, followed by public comment. On consent\, council enacts a franchise agreement letting PSNC Energy provide natural gas service in town\, and separately discusses applications to fill a current council vacancy.\n\nThe bulk of the meeting covers land-use business: a public hearing on a conditional zoning modification for 146 Stancell Drive\, and an extensive\, multi-motion debate over a wide-ranging package of amendments to the town's Land Use Management Ordinance and Town Code (covering site plan review\, concept plan review\, floor area and parking limits for two-family dwellings\, and stormwater definitions). Council also enters closed session under General Statute 143-318.11(5)\, during which it authorizes extending the town's option to repurchase the Wallace Deck parking facility. Several council members and a resident add last-minute discussion items on ICE activity in the community\, SNAP funding\, tree protection\, and a program encouraging residents to leave fallen leaves in place.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2025/11/2307_A_Town_Council_25-11-19_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1623

SUMMARY:Town of Chapel Hill: Historic District Commission
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Historic District Commission\n\nThe Historic District Commission takes up two certificates of appropriateness\, which bind the property owner once granted\, and continues two policy discussions without a vote. On the consent agenda\, the commission is set to approve a written decision for 260 Glandon Drive\, finalizing a certificate of appropriateness already granted rather than opening a new hearing. In new business\, it takes up a Certificate of Appropriateness amendment for 304 N. Boundary Street to add rooftop solar panels with battery backup in the garage\; the owner says a flat roof and parapet walls would keep the panels out of view from the street.\n\nThe commission also discusses an education and outreach effort tied to the state's 2025-2034 historic preservation plan\, and possible changes to Historic District design standards\, including letting staff approve some routine certificates directly and building a reference catalog of existing structures for applicants. Neither is scheduled for a vote.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/2/2363_A_Historic_District_Commission_26-02-10_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1638

SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nCouncil holds public hearings on two conditional zoning applications on Weaver Dairy Road. At 860 Weaver Dairy Road\, developer Ernie Brown proposes a 45-acre mixed-use project with apartments\, townhomes and a future commercial area\; staff recommends closing the hearing and enacting the ordinance. At 1165 Weaver Dairy Road\, applicant Wendi Ramsden proposes a one-story daycare and four to twelve infill townhomes\; staff recommends approval subject to conditions in Ordinance A.\n\nConsent items would enact a budget ordinance amendment touching the General Fund\, Capital Improvement Fund and several other town funds\, adopt an ordinance designating Veterans Day as an official town holiday beginning November 11\, 2026\, amend the 2026 meeting schedule\, and approve minutes from four January meetings. A proclamation recognizes Black History Month. Council may enter closed session if needed\; the printed agenda lists no topic.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/2/2345_A_Town_Council_26-02-25_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1641

SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's town council takes up a consent agenda covering a mid-year budget adjustment across several town funds\, a street-resurfacing contract increase with Daniels Inc. of Garner\, public-housing capital fund spending plans\, and Orange County's 2026 Heat Action Plan. Also on consent: an ordinance that would lower the maximum individual campaign contribution to $353 under the town's CPI-based formula\, and a resolution of intent to consider shrinking the council from eight members to six and extending the mayor's term to four years.\n\nIn discussion\, the council considers giving the town manager authority to approve individual affordable-housing grants up to $250\,000 each\, not to exceed $1.15 million total\; holds a public hearing on the draft 2026-27 CDBG Annual Action Plan\; hears a climate-action implementation update\; and holds a public hearing on an incentive agreement with Chapel Hill Ventures LLC for a downtown hotel project. The council also considers two appointments to the Orange Water and Sewer Authority board and may go into closed session.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/4/2348_A_Town_Council_26-04-15_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1649

SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's Town Council advanced its Homestead Gardens affordable housing development June 17\, authorizing development contracts and ground leases with both Community Home Trust (for townhomes) and Habitat for Humanity of Orange County (for duplexes). The council also enacted a nondiscrimination ordinance amendment prohibiting discrimination in places of public accommodation and in employment\, awarded a $2\,363\,978.32 construction contract to Lanier Construction for the Fordham Boulevard Sidepath between Cleland and Willow drives\, and approved the recommended funding plan for the town's Human Services Funding Program. A left-turn restriction from North Street into the Rosemary parking deck was also enacted.\n\nOn discussion items\, the council received and filed both a campaign contribution limitations discussion and a Complete Community implementation update without further action\, then voted to continue its Land Use Management Ordinance (LUMO) discussion to June 22 rather than take it up that night. The council filled seats on the Board of Adjustment\, Historic District Commission\, and Planning Commission\, and closed for a personnel and property matter before authorizing\, in open session afterward\, an option extension agreement for the Wallace Deck. All recorded votes passed\, several unanimously\; the record does not specify roll-call splits beyond that.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/6/2353_A_Town_Council_26-06-17_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1666

LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's Town Council continued its June 17 meeting to June 22 specifically to take up one item: staff's update on the draft Land Use Management Ordinance (LUMO)\, the town's ongoing zoning rewrite. Staff asked Council to receive and comment on how the draft LUMO reflects the policy guidance Council has already given\; Council received and filed the update rather than taking further action.\n\nThe agenda also carries over items from the original June 17 meeting\, including a Disability Pride Month proclamation and discussion items from Mayor Jessica Anderson\, Council Member Amy Ryan\, and Mayor Pro Tem Camille Berry. Only the agenda was available\, not minutes\, so the substance of Council's LUMO comments and these other items is not recorded here.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/6/2419_A_Town_Council_26-06-22_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1668

SUMMARY:Town of Chapel Hill: Planning Commission
LOCATION:Virtual Meeting
DESCRIPTION:Planning Commission\n\nThe commission's only substantive business September 1 is a staff briefing on two of the five goals guiding Chapel Hill's rewrite of its development rules\, the Land Use Management Ordinance (LUMO): housing diversity and affordability\, and environmental resilience. On housing\, staff will walk through trade-offs in the draft — bigger by-right density bonuses for projects that include affordable units\, size limits and parking caps on new "missing middle" housing (duplexes through 12-unit buildings)\, and higher allowed density near greenways and transit streets. On environment\, the draft keeps Chapel Hill's stream buffers intact\, adds new lighting limits near stream buffers\, changes how floor area is calculated so buffered lots aren't penalized twice\, and tightens stormwater and tree-canopy rules for larger residential projects. This continues a discussion the commission started August 18\, when staff covered the LUMO's other three goals.\n\nThe rest of the agenda is routine: approving the August 18 minutes. No rezoning or development case is on this agenda.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/9/2426_A_Planning_Commission_26-09-01_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/2337

LOCATION:INFORMATION ITEMS ONLY
DESCRIPTION:Town Council\n\nChapel Hill's 30 September information packet carries three reports for the town council. It is not a meeting\, and nothing in it is up for discussion or a vote. The Orange Water and Sewer Authority asks for comment on draft principles for dealing with PFAS\, the "forever chemicals" it finds in the Cane Creek Reservoir\, in wastewater and in biosolids. OWASA held community chats on 1 and 6 October and will take the feedback to its board in late fall.\n\nThe town's housing department reports 72 affordable homes developed and 252 preserved in fiscal 2026\, with $6.3 million spent through partners. That puts the town at 27% of its five-year development goal and 76% of its preservation goal. The packet also carries a progress update on the J Branch Rail Trail study. The study is looking at the 10.8-mile Norfolk Southern spur that serves UNC's power plant as a possible trail\, and it is due in May 2027.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/9/2342_A_Town_Council_26-09-30_Information_Packet.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/3128
