SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's council closed a public hearing on shrinking the town council and extending the mayor's term to four years without taking any action\, and staff confirmed that absent further direction no ordinance would be drafted and the proposal would not return to a future agenda.\n\nEight members of the public spoke\, and none supported the proposals as presented. Several said a smaller council would cut representation for Black residents and other groups who had fought for a voice in town government\, and that the process was moving too fast. Several council members said they would rather put any change to a referendum than adopt it by ordinance.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/4/2349_A_Town_Council_26-04-29_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1652

DESCRIPTION:Town Council\n\nChapel Hill's Town Council advanced its Homestead Gardens affordable housing development June 17\, authorizing development contracts and ground leases with both Community Home Trust (for townhomes) and Habitat for Humanity of Orange County (for duplexes). The council also enacted a nondiscrimination ordinance amendment prohibiting discrimination in places of public accommodation and in employment\, awarded a $2\,363\,978.32 construction contract to Lanier Construction for the Fordham Boulevard Sidepath between Cleland and Willow drives\, and approved the recommended funding plan for the town's Human Services Funding Program. A left-turn restriction from North Street into the Rosemary parking deck was also enacted.\n\nOn discussion items\, the council received and filed both a campaign contribution limitations discussion and a Complete Community implementation update without further action\, then voted to continue its Land Use Management Ordinance (LUMO) discussion to June 22 rather than take it up that night. The council filled seats on the Board of Adjustment\, Historic District Commission\, and Planning Commission\, and closed for a personnel and property matter before authorizing\, in open session afterward\, an option extension agreement for the Wallace Deck. All recorded votes passed\, several unanimously\; the record does not specify roll-call splits beyond that.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/6/2353_A_Town_Council_26-06-17_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/1666

SUMMARY:Town of Chapel Hill: Planning Commission
LOCATION:Virtual Meeting
DESCRIPTION:Planning Commission\n\nThe commission's only substantive business September 1 is a staff briefing on two of the five goals guiding Chapel Hill's rewrite of its development rules\, the Land Use Management Ordinance (LUMO): housing diversity and affordability\, and environmental resilience. On housing\, staff will walk through trade-offs in the draft — bigger by-right density bonuses for projects that include affordable units\, size limits and parking caps on new "missing middle" housing (duplexes through 12-unit buildings)\, and higher allowed density near greenways and transit streets. On environment\, the draft keeps Chapel Hill's stream buffers intact\, adds new lighting limits near stream buffers\, changes how floor area is calculated so buffered lots aren't penalized twice\, and tightens stormwater and tree-canopy rules for larger residential projects. This continues a discussion the commission started August 18\, when staff covered the LUMO's other three goals.\n\nThe rest of the agenda is routine: approving the August 18 minutes. No rezoning or development case is on this agenda.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/9/2426_A_Planning_Commission_26-09-01_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/2337

DESCRIPTION:Town Council\n\nChapel Hill's council rewrote its own campaign finance rules on September 9\, amending the disclosure exemption and maximum contribution limits in Chapter 2\, Article IV of the town code. It also took an update on the Land Use Management Ordinance rewrite\, the document that governs what can be built in the town and where.\n\nThe rest of the evening was consent business: re-appropriating money encumbered before the fiscal year turned\, adopting the 2026-2027 Public Housing Capital Fund program plan and its project ordinance\, and supporting a grant application to the Governor's Highway Safety Program for FY27. Three proclamations opened the meeting\, for Hispanic Heritage Month\, Patriot Day\, and Co-Responder and Crisis Week.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/9/2354_A_Town_Council_26-09-09_Council_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/2924

SUMMARY:Town of Chapel Hill: Planning Commission
LOCATION:Virtual Meeting
DESCRIPTION:Planning Commission\n\nThe Planning Commission takes up two land-use cases at its September 15 meeting. One asks to modify Meadowmont's Master Land Use Plan so a one-acre parcel at Meadowmont Lane and East Barbee Chapel Road\, now approved for commercial use only\, can hold housing instead. The other is a town-initiated rezoning of its own 4.11-acre Fire Station 4 site at Weaver Dairy Road Extension and Martin Luther King Jr. Boulevard\, needed to rebuild the fire station alongside up to 105 income-restricted apartments.\n\nBoth cases carry an evidentiary hearing. The Master Land Use Plan modification is a quasi-judicial matter that requires the board to weigh sworn testimony against three findings of fact\, while staff recommend approving the rezoning along with every regulatory modification the applicant requested\, including a reduced tree-canopy standard. The rest of the agenda is routine: roll call\, minutes\, announcements and petitions.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/9/2393_A_Planning_Commission_26-09-15_Meeting_Agenda.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/3132

DESCRIPTION:Town Council\n\nChapel Hill's 30 September information packet carries three reports for the town council. It is not a meeting\, and nothing in it is up for discussion or a vote. The Orange Water and Sewer Authority asks for comment on draft principles for dealing with PFAS\, the "forever chemicals" it finds in the Cane Creek Reservoir\, in wastewater and in biosolids. OWASA held community chats on 1 and 6 October and will take the feedback to its board in late fall.\n\nThe town's housing department reports 72 affordable homes developed and 252 preserved in fiscal 2026\, with $6.3 million spent through partners. That puts the town at 27% of its five-year development goal and 76% of its preservation goal. The packet also carries a progress update on the J Branch Rail Trail study. The study is looking at the 10.8-mile Norfolk Southern spur that serves UNC's power plant as a possible trail\, and it is due in May 2027.\n\nAgenda: https://chapelhill.legistar1.com/chapelhill/meetings/2026/9/2342_A_Town_Council_26-09-30_Information_Packet.pdf\nWatch: https://chapelhill.granicus.com/ViewPublisher.php?view_id=5\nDetails: https://ncgovwatch.com/meetings/3128

DESCRIPTION:Board of Adjustment\n\nChapel Hill's Board of Adjustment hears a variance request from Vicki Parrott of 739 Gimghoul Road\, who wants to add an accessory dwelling unit above a detached garage that predates zoning. The garage sits about 4 feet from the side property line\, where 10 feet is required\, and about 9 feet from Evergreen Lane\, where 26 feet is required. The lot is zoned R-1 in the HD-3 historic overlay. Staff give the board two resolutions\, one granting and one denying\, with no recommendation between them.\n\nThe board also takes up the written decision on a variance for 219 Glenhill Lane heard earlier\, approves its 3 September minutes\, and makes membership recommendations.
