LOCATION:Cooperative Extension Conference Room - Chatham County Agriculture & Conference Center\, 1192 US 64 Business\, Pittsboro\, LEFT ENTRANCE TO AGRICULTURE & CONFERENCE CENTER Pittsboro\, North Carolina 27312
DESCRIPTION:Agriculture Advisory Board\n\nChatham County's Agriculture Advisory Board heard a state geologist on the county's groundwater on 11 March 2025\, approved two voluntary agricultural district applications covering 99.35 acres\, and recommended three farmland preservation projects covering 366 acres to the commissioners.\n\nThe geologist said a groundwater vulnerability study could identify areas where new wells should not go. Nobody in North Carolina is doing one\, and it would be a way to steer development away from fragile groundwater.\n\nAgenda: https://www.chathamcountync.gov/home/showpublisheddocument/71721/638773726910670000\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4318

SUMMARY:Chatham County: Planning Board Meeting
LOCATION:Old Agriculture Building\, 65 E. Chatham Street Pittsboro\, North Carolina 27312
DESCRIPTION:Planning Board\n\nChatham County's Planning Board recommended Berrybrook Crossing on 6 May 2025\, a conservation subdivision of 188 lots on 232 acres off US 15-501 and Mt. Gilead Church Road. It also took a rezoning of 18.81 acres at 680 Pea Ridge Road from residential to general use regional business\, adopted its own rules and procedures\, and voted on text amendments to the ordinance that establishes it.\n\nThe contested item was the one on consent: pushing the Unified Development Ordinance's effective date from 1 July to 31 December 2025\, because Senate Bill 382 stripped the county's downzoning authority.\n\nAgenda: https://www.chathamcountync.gov/home/showpublisheddocument/72536/638815130329870000\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4271

No formal actions came out of the retreat beyond adjournment.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2025/11/1436_A_Board_of_Commissioners_25-11-06_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/78

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nThe board's Monday session opens with a work session covering four presentations: an update on the county's 1980s-era architectural survey\, a briefing from managed-care provider Vaya Health\, a recap of a two-day climate retreat with the Central Pines Regional Council\, and a review of trail and open-space projects. Commissioners are also asked to award $325\,000 in Housing Trust Fund grants and a $1\,094\,800 supplementary loan for affordable housing\, and to hear a $1.4 million reimbursement request from Chatham County Schools tied to underfunded charter transfers. A closed session is added to negotiate a real estate purchase.\n\nThe regular session's consent agenda covers a full slate of contracts\, tax releases\, board appointments\, and the FY27-33 Capital Improvements Plan. The board also considers two large rural subdivisions -- Pine Tree Creek's 11 lots and Riverbend Estates at Laurel Ridge's 107 lots -- and holds a public hearing on writing the state fire code's road-access standards into the county's subdivision rules. December's agenda also includes the annual election of a chair and vice chair and a resolution honoring outgoing County Attorney Robert Hagemann.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2025/12/1427_A_Board_of_Commissioners_25-12-15_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/81

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Agriculture & Conference Center
DESCRIPTION:Board of Commissioners\n\nThis is Chatham County's annual three-day Board of Commissioners budget retreat\, spanning January 6-8. Most of the agenda is informational: staff and department heads (Schools\, Sheriff's Office\, Elections\, Health Department\, HR) walk the Board through FY2027 budget projections and pressures\, and the Board reviews ground rules\, roles\, rules of procedure\, its FY2027 goals and priorities\, travel policy\, general obligation bond status\, and the county's economic development incentive policy. The Climate Change and Affordable Housing advisory committees are also expected to have quorums present for their respective retreat discussion segments.\n\nThe one substantive vote recorded is the Board's approval of a shift to a biennial (every two years) nonprofit funding application process\, carried on a motion by Commissioner Delaney. Nearly everything else was received and filed rather than voted on\, consistent with a retreat format built around briefings and guidance to staff rather than formal action.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/1/1439_A_Board_of_Commissioners_26-01-06_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/82

All consent items passed together on one motion.\n\nOutside the consent agenda\, the board adopted a resolution marking the Haw River Trail's 20th anniversary and one honoring International Holocaust Remembrance Day\, took quarterly updates on ARPA funds and the FY26 budget\, and voted to hold a public hearing on February 11 to begin considering a moratorium on new data centers and crypto-mining facilities in the county. LOCATION:Old Agriculture Building\, 65 E. Chatham Street Pittsboro\, North Carolina 27312
DESCRIPTION:Planning Board\n\nChatham County's Planning Board took two cases on 2 June. Margus Properties and The Towers asked for a special use permit for a 199-foot wireless telecommunications tower at 460 Murchison Road in Goldston\, heard as a quasi-judicial matter. EC PROPCO asked to rezone 292.288 acres off Christian Chapel Church Road in Cape Fear Township from residential to heavy industrial.\n\nUnder board members' items the board opened its first discussion of data centers\, their associated uses and their potential impacts in Chatham County. That subject took over the board's summer: special meetings followed on 14 July\, 18 August\, 8 September and 15 September.\n\nAgenda: https://www.chathamcountync.gov/home/showpublisheddocument/77051/639153857925770000\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4062

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners' July 27 session is one of the heaviest of the summer. On the consent agenda\, the board votes to direct the county attorney to send notice terminating the economic development agreement between the county and VinFast Manufacturing USA\, LLC -- ending an incentive deal for the electric vehicle plant. Also on consent: a $424\,550 five-year contract with Priority Dispatch for the Emergency Communications Center\, additional Farmland Preservation Fund money for the Dry Creek Farm conservation easement\, a quasi-judicial approval of a 199-foot wireless tower near Goldston\, and interlocal tax-collection agreements with Pittsboro\, Apex\, Cary\, Goldston\, and Siler City. The board also announces a special meeting for public comment on the proposed Enbridge Gas pipeline expansion (held the following week) and adopts a resolution backing the Downtown Pittsboro Public Properties Pre-Development Analysis.\n\nThe evening's public hearings and land-use votes are substantial: a legislative rezoning by Fearrington Property Development\, LLC of roughly 372 acres off Andrews Store\, Parker Herndon\, and Morris roads from Residential to a Conditional District Compact Community\; a vote on EC PROPCO\, LLC's 292-acre rezoning from Residential to Heavy Industrial off Christian Chapel Church Road\; and first-plat approvals for two large subdivisions -- Webster Farm (132 lots on 183 acres) and Hickory Mountain Reserve (48 lots on 164 acres). Only the agenda was available\, not minutes\, so outcomes\, vote splits\, and public comment on these items are not recorded here.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/7/1479_A_Board_of_Commissioners_26-07-27_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/98

SUMMARY:Chatham County: Board of Commissioners — Special Meeting
LOCATION:Agriculture and Conference Center
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners called a special session on 5 August for one purpose: a two-hour public comment period on Enbridge Gas's proposed 28-mile expansion of its natural gas system through the county. Speakers were limited to two minutes each and asked to sign up in advance\, and written comments were also accepted. The revised agenda moved the 6 p.m. session to the Historic Courthouse courtroom. No vote on the pipeline was scheduled.\n\nThe agenda also lists a closed session on the location or expansion of industries or businesses in the county\, including possible economic development incentives. SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners' August 17 session runs an afternoon work session into an evening regular session with a heavy land-use docket. The regular session's consent agenda includes a $150\,000 Deep River State Trail feasibility study\, a $477\,558 economic development services contract\, two public safety radio tower repair contracts\, and a scheduled September 21 hearing on special-use-permit zoning text amendments. The evening brings four public hearings: county-initiated zoning text amendments to update bona fide farm exemptions and permitted-use tables for state-law compliance\; revised commercial and industrial landscaping design guidelines\; a rezoning of a 4.089-acre parcel on Bonlee Bennett Road from Neighborhood Business to Residential requested by Candace Beal\; and a quasi-judicial hearing on a proposed 199-foot wireless telecommunications tower on Andrews Store Road requested by Anthemnet\, Inc.\, open to evidence from people with standing on direct property impact.\n\nThe board then votes on two other land-use cases: a legislative rezoning by EC PROPCO\, LLC of 292.288 acres off Christian Chapel Church Road from Residential to Heavy Industrial -- by far the largest acreage change on this agenda -- and a quasi-judicial Special Use Permit for a contractor's storage yard on Campbell Road in Bear Creek. Only the agenda was available for this meeting\, not minutes\, so outcomes\, vote splits\, and any public comment on these hearings are not recorded here.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/8/1481_A_Board_of_Commissioners_26-08-17_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/100

LOCATION:Chatham County Agriculture & Conference Center\, 1192 US 64 W Pittsboro\, North Carolina 27312
DESCRIPTION:Agriculture Advisory Board\n\nChatham County's Agriculture Advisory Board held a public hearing on 18 August on what the proposed Enbridge pipeline would do to farmland\, and set aside two and a half hours for it. Comment was limited to three minutes a speaker\, once each\, and strictly to agricultural impacts. Residents could sign up by email until noon that day or in person in the twenty minutes before the meeting\, and the two lists were alternated.\n\nThe board took Enbridge itself and the voluntary agricultural district members as its other two items. Its draft report on the hearing came back to the board on 8 September\, and reached the county commissioners on 21 September\, the night they voted on a resolution opposing the pipeline.\n\nAgenda: https://www.chathamcountync.gov/home/showpublisheddocument/77828/639220540694370000\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4187

SUMMARY:Chatham County: Board of Commissioners — Special Meeting
LOCATION:Agriculture and Conference Center
DESCRIPTION:Board of Commissioners\n\nCommissioners meet in a special session built mostly around closed-door business. They would close the meeting three times. One session would cover economic development incentives for an industry considering a move to or expansion in the county. A second would cover the county's defense in ECO TIP West LLC v. Chatham County. A third would review the performance of a public officer or employee.\n\nThe consent agenda holds seven items. Commissioners would appoint Rob Schooley to the Juvenile Crime Prevention Council. They would accept $4\,248 in family planning funds and $2\,700 for foster care\, both from state health officials. A $310\,000 federal-state contract with Chatham Transit Network would cover medical trips and rides to county centers. A separate $417\,135 agreement with the N.C. Forest Service\, split 60-40 with the state\, would fund forestry and wildfire work for another year. The agenda also includes a pyrotechnics permit for an October 2 display at Chatham Charter School. Commissioners would also name two private roads\, Stella Maris Way and Martin Brothers Lane.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/9/1484_A_Board_of_Commissioners_26-09-15_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/3578

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners vote Monday evening on a resolution opposing the Enbridge gas pipeline\, a month after the Agriculture Advisory Board held its own public hearing on it. That board reports back the same night\, and the pipeline company's attorney has already written to the county about the zoning amendments further down the agenda.\n\nFour legislative rezoning hearings follow. US HWY 64 Properties asks to take 13.145 acres off US 64 West at Ridge View Road from residential to regional business\; RTP Gardens asks for conditional regional business zoning on a tract off Bob Horton Road near Apex\; a Corinth Road owner in Moncure asks to move from R-5 to R-1. The fourth is the county's own amendment to the special use permit process. A separate set of the county's own zoning amendments sits on the board priorities list\, including one that removes off-street parking requirements to keep the ordinance in step with G.S. 160D. The board also votes on the first plat for Whispering Creek\, 238 lots on 288.6 acres off Bynum Ridge Road\, and on a contractor's storage yard at 1656 Campbell Road in Bear Creek\, where one resident has asked the board to reopen the quasi-judicial hearing before it decides.\n\nThe afternoon work session is where the money is. Commissioners take a space needs study and master plan from Hobbs Architects and The Wooten Company\, a report on whether to run the Expanding Access to Early Learning initiative for a full year\, presentations on opioid settlement spending and farmland preservation\, and a $250\,000 mobile health clinic from Tesco Specialty Vehicles. They close the session with two closed sessions\, one of them on ECO TIP West LLC v. Chatham County.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/9/1485_A_Board_of_Commissioners_26-09-21_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/3127
