SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners adopted the Recode Chatham Unified Development Ordinance on 18 November 2024\, ending four years of work. Three weeks later the General Assembly overrode a veto on Senate Bill 382\, which removed local downzoning authority\, and the ordinance has not taken effect since.\n\nThe same evening drew about thirty-five comments\, most of them on a Dollar General proposed at NC 87 and Castle Rock Farm Road in Hadley Township. That rezoning hearing was held and referred to the Planning Board. The board also held the hearing on the 2026-2032 capital plan and honored the outgoing chair.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2024/11/1400_A_Board_of_Commissioners_24-11-18_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4249

SUMMARY:Chatham County: Agriculture Advisory Board Meeting
LOCATION:Cooperative Extension Conference Room - Chatham County Agriculture & Conference Center\, 1192 US 64 Business\, Pittsboro\, LEFT ENTRANCE TO AGRICULTURE & CONFERENCE CENTER Pittsboro\, North Carolina 27312
DESCRIPTION:Agriculture Advisory Board\n\nChatham County's Agriculture Advisory Board elected officers on 10 December 2024\, approved two voluntary agricultural district applications and turned down a third\, and heard what the Unified Development Ordinance will mean for farmland.\n\nThe ordinance creates an agricultural zoning district meant to protect prime soils and working farms\, mostly north and south of Siler City. The county then has to rezone itself to match\, and nobody had approved a process or a timeline for that.\n\nAgenda: https://www.chathamcountync.gov/home/showpublisheddocument/71715/638773726062070000\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4319

SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners denied the Summit Church's rezoning on 16 December 2024\, refusing both halves of the request: 46.607 acres on US 15-501 N back to residential\, and 50.117 acres at 9780 US 15-501 N to conditional district office and institutional for a place of worship. The church sued the county\, and the board was still in closed session over that suit in June 2025.\n\nThe same meeting took the 2024 financial audit\, the capital plan for 2026 through 2032\, the digital inclusion plan\, a shelter needs assessment\, the climate committee's annual report\, and the retirement of the county manager after fourteen years.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2024/12/1372_A_Board_of_Commissioners_24-12-16_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4252

SUMMARY:Chatham County: Planning Board Meeting
LOCATION:Old Agriculture Building\, 65 E. Chatham Street Pittsboro\, North Carolina 27312
DESCRIPTION:Planning Board\n\nChatham County's Planning Board recommended cutting the first phase of The Conservancy at Jordan Lake from 322 lots to 163 on 7 January 2025\, and dropping the per-phase lot counts from the development schedule altogether. The developer's argument was that the total lot count and the ten-year deadline do not change.\n\nThe board also planned its year\, including updating its code of ethics and implementing the Unified Development Ordinance if that became possible.\n\nAgenda: https://www.chathamcountync.gov/home/showpublisheddocument/71119/638703050758600000\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4275

DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners set up their property tax relief program on 21 January 2025\, $200\,000 paying up to $500 each to low-income homeowners\, and awarded $150\,000 from the housing trust fund to Rebuilding Together of the Triangle.\n\nThey also heard what Senate Bill 382 does to the Unified Development Ordinance the county had adopted two months earlier. The weather cut the meeting short before the appointments\, which were made in special session on 30 January.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2025/1/1402_A_Board_of_Commissioners_25-01-21_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/4254

DESCRIPTION:Agriculture Advisory Board\n\nChatham County's Agriculture Advisory Board heard a state geologist on the county's groundwater on 11 March 2025\, approved two voluntary agricultural district applications covering 99.35 acres\, and recommended three farmland preservation projects covering 366 acres to the commissioners.\n\nThe geologist said a groundwater vulnerability study could identify areas where new wells should not go. DESCRIPTION:Board of Commissioners\n\nThis regular meeting opens with a large consent agenda (25 items) covering routine business: a Board of Health reappointment\, a surplus-property sale\, closing a defunct library foundation fund\, an Agriculture and Conference Center Phase II project ordinance\, FY2025-26 budget amendments\, several small state and federal health grants\, tax collection reports\, a road-naming request\, a wedding pyrotechnics permit\, and contracts for software\, an audit\, a nutrition-services provider\, and county health insurance. The one larger consent item is a request from the Silk Hope Volunteer Fire Department to hold a public hearing on up to $10 million in tax-exempt borrowing.\n\nOutside consent\, commissioners hear an update on the Pittsboro Redevelopment Project and a farmland-preservation funding request (both tabled to the next meeting)\, approve a 60-lot Bramblewood subdivision plat off US 64 West\, and take up several Climate Change Advisory Committee recommendations\, including a resolution on state energy policy addressed to Governor Stein. LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County commissioners adopted the FY 2026-2027 Budget Ordinance on June 15\, alongside amended financial and budgetary policies and several capital project ordinance amendments covering a Chatham County Schools HVAC replacement\, Briar Chapel Park (including a Phase II project)\, an Emergency Operations Center expansion\, and a new Sheriff's Office administration building. The evening's public hearings include a $14 million capital-investment economic development incentive grant request for Mosaic Hospitality LLC\, a legislative rezoning of about 20.7 acres on Silk Hope Gum Springs Road for outdoor sports fields including cricket grounds\, and a quasi-judicial Special Use Permit for a contractor's storage yard on Campbell Road in Bear Creek requested by Lockley Holdings\, LLC -- a case that would still be unresolved when it reappeared on the board's August 17 agenda. Two large subdivisions\, Webster Farm (132 lots) and Hickory Mountain Reserve (48 lots)\, come up for first-plat approval\; both cases would appear again\, apparently undecided\, on the board's July 27 agenda.\n\nThe consent agenda runs to dozens of routine contracts -- solid waste hauling and recycling agreements\, software and IT subscription renewals\, a Human Services Funding Program-style Home and Community Care Block Grant acceptance of $724\,467\, School Nurse funding with Chatham County Schools\, and pyrotechnics display permits for two July 4 events. The board also receives a presentation on filling a District 3 Board of Commissioners vacancy. Only the agenda was available\, not minutes\, so outcomes\, vote splits\, and public comment on the hearings are not recorded here.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/6/1459_A_Board_of_Commissioners_26-06-15_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/95

On the consent agenda\, the board votes to direct the county attorney to send notice terminating the economic development agreement between the county and VinFast Manufacturing USA\, LLC -- ending an incentive deal for the electric vehicle plant. Also on consent: a $424\,550 five-year contract with Priority Dispatch for the Emergency Communications Center\, additional Farmland Preservation Fund money for the Dry Creek Farm conservation easement\, a quasi-judicial approval of a 199-foot wireless tower near Goldston\, and interlocal tax-collection agreements with Pittsboro\, Apex\, Cary\, Goldston\, and Siler City. The board also announces a special meeting for public comment on the proposed Enbridge Gas pipeline expansion (held the following week) and adopts a resolution backing the Downtown Pittsboro Public Properties Pre-Development Analysis.\n\nThe evening's public hearings and land-use votes are substantial: a legislative rezoning by Fearrington Property Development\, LLC of roughly 372 acres off Andrews Store\, Parker Herndon\, and Morris roads from Residential to a Conditional District Compact Community\; a vote on EC PROPCO\, LLC's 292-acre rezoning from Residential to Heavy Industrial off Christian Chapel Church Road\; and first-plat approvals for two large subdivisions -- Webster Farm (132 lots on 183 acres) and Hickory Mountain Reserve (48 lots on 164 acres). DESCRIPTION:Board of Commissioners\n\nChatham County commissioners' August 17 session runs an afternoon work session into an evening regular session with a heavy land-use docket. The regular session's consent agenda includes a $150\,000 Deep River State Trail feasibility study\, a $477\,558 economic development services contract\, two public safety radio tower repair contracts\, and a scheduled September 21 hearing on special-use-permit zoning text amendments. The evening brings four public hearings: county-initiated zoning text amendments to update bona fide farm exemptions and permitted-use tables for state-law compliance\; revised commercial and industrial landscaping design guidelines\; a rezoning of a 4.089-acre parcel on Bonlee Bennett Road from Neighborhood Business to Residential requested by Candace Beal\; and a quasi-judicial hearing on a proposed 199-foot wireless telecommunications tower on Andrews Store Road requested by Anthemnet\, Inc.\, open to evidence from people with standing on direct property impact.\n\nThe board then votes on two other land-use cases: a legislative rezoning by EC PROPCO\, LLC of 292.288 acres off Christian Chapel Church Road from Residential to Heavy Industrial -- by far the largest acreage change on this agenda -- and a quasi-judicial Special Use Permit for a contractor's storage yard on Campbell Road in Bear Creek. SUMMARY:Chatham County: Board of Commissioners
LOCATION:Historic Courthouse Courtroom
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners vote Monday evening on a resolution opposing the Enbridge gas pipeline\, a month after the Agriculture Advisory Board held its own public hearing on it. That board reports back the same night\, and the pipeline company's attorney has already written to the county about the zoning amendments further down the agenda.\n\nFour legislative rezoning hearings follow. US HWY 64 Properties asks to take 13.145 acres off US 64 West at Ridge View Road from residential to regional business\; RTP Gardens asks for conditional regional business zoning on a tract off Bob Horton Road near Apex\; a Corinth Road owner in Moncure asks to move from R-5 to R-1. The fourth is the county's own amendment to the special use permit process. A separate set of the county's own zoning amendments sits on the board priorities list\, including one that removes off-street parking requirements to keep the ordinance in step with G.S. 160D. The board also votes on the first plat for Whispering Creek\, 238 lots on 288.6 acres off Bynum Ridge Road\, and on a contractor's storage yard at 1656 Campbell Road in Bear Creek\, where one resident has asked the board to reopen the quasi-judicial hearing before it decides.\n\nThe afternoon work session is where the money is. Commissioners take a space needs study and master plan from Hobbs Architects and The Wooten Company\, a report on whether to run the Expanding Access to Early Learning initiative for a full year\, presentations on opioid settlement spending and farmland preservation\, and a $250\,000 mobile health clinic from Tesco Specialty Vehicles. They close the session with two closed sessions\, one of them on ECO TIP West LLC v. Chatham County.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/9/1485_A_Board_of_Commissioners_26-09-21_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/3127

SUMMARY:Chatham County: Board of Commissioners — Special Meeting - 2 Day Affordable Housing Retreat (9/28/2026 and 9/29/2026)
LOCATION:Agriculture and Conference Center
DESCRIPTION:Board of Commissioners\n\nChatham County's commissioners spend two full days on housing affordability\, meeting with the Affordable Housing Advisory Committee at the Agriculture and Conference Center on 28 and 29 September. Every business item is a presentation\, and the agenda calls for no vote.\n\nThe first day reviews the county's 2023 Housing Strategic Plan\, the range of housing services now offered in Chatham\, where those services go next\, and the housing authority's work. The second day opens with the advisory committee's recommendations\, among them allowing accessory dwelling units countywide now rather than waiting for the 2024 development ordinance to take effect. Presentations follow on community land trusts\, scattered-site development\, tax credit housing and down payment assistance. Staff proposals posted with the agenda attach costs to each idea. They include a $50\,000 rent subsidy pilot and $175\,000 more for the housing trust fund in fiscal 2028. Larger steps would come later or depend on a bond: rapid rehousing at $300\,000\, $1 million to $2 million in loans to preserve a manufactured home community\, and a 4% tax credit project of up to 200 units. Each day holds a thirty-minute public comment session.\n\nAgenda: https://legistar.granicus.com/chathamnc/meetings/2026/9/1468_A_Board_of_Commissioners_26-09-28_Meeting_Agenda.pdf\nWatch: https://chathamnc.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/3126
