SUMMARY:City of Durham: Virtual Durham City Council Work Session
DESCRIPTION:Virtual Durham City Council Work Session\n\nDurham's Granicus portal answers this work session's agenda link with a stub reading "This agenda is not currently published\," so this summary comes from the council's own item list rather than the agenda text. The costliest items are two sidewalk contracts: a $1.9 million amendment to Contract SW-76 that would raise that sidewalk-repair contract's total to just over $4.7 million with Browe Construction Company\, and a contract of up to $600\,000 with Summit Design and Engineering Services for inspection and ombudsman work on sidewalk projects.\n\nUnder Citizens' Matters\, three residents were scheduled to address the council about the impact of the Townes at Courtney Creek development on the Emorywood Estates neighborhood. The agenda also listed a presentation and evaluation report on the city's 2021 Durham YouthWorks program\, along with the consent items\, clerk's office update and agenda-setting business a work session routinely carries.\n\nAgenda: https://durham.granicus.com/AgendaViewer.php?view_id=2&clip_id=2804\nWatch: https://durham.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/3271

A linked motion would authorize a utility extension agreement with Kelley Development Company. The council also opens its FY2022-23 budget process\, with a hearing on the coming budget and the FY2023-28 Capital Improvement Plan. A third hearing covers TROSA's Main Campus Expansion\, a special use permit and site plan for the recovery program's campus.\n\nThe consent agenda includes two appointments to the City-County Appearance Commission and a $356\,142 grant to ACRA for affordable rental preservation. It also includes a $1\,431\,150 contract for Bragtown sidewalk improvements. A $150\,000 increase would bring the city's communications consulting contract with moss+ross LLC to $300\,000. A $170\,745 interlocal agreement would continue the Gang Reduction Strategy with Durham County.\n\nAgenda: https://durham.granicus.com/AgendaViewer.php?view_id=2&clip_id=2820\nWatch: https://durham.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/3317

Another would shift land near the county's utility administration building to industrial use. Two zoning map changes are before it\, for American Village Townhomes and for 1907 South Miami Boulevard\, along with public hearings on the use of HOME-American Rescue Plan funds and on proposed amendments to six years of federal annual action plans\, FY 2016-17 through FY 2021-22. SUMMARY:City of Durham: Durham City Council
DESCRIPTION:Durham City Council\n\nDurham's city council turned over on 4 December 2023. The meeting certified the 7 November municipal election\, handed out election certificates\, and gave outgoing members their remarks before they retired from the dais. Nate Baker\, Javiera Caballero\, Carl Rist and Leonardo Williams were then sworn in\, the newly elected mayor spoke\, and the council appointed a mayor pro tempore.\n\nOne consequence followed immediately: under other matters\, Mayor Williams resigned the Ward 3 council seat he had held. The council filled it the following month\, swearing in Chelsea Cook on 16 January. Three land use items also sat outside the consent block: a consolidated annexation for the 5802 South Miami Boulevard multifamily site\, and zoning map changes at 618 Morehead Avenue and for Oaks at Gray. DESCRIPTION:Durham City Council\n\nDurham's city council took its first look at the FY2024-25 proposed budget and the FY2025-30 capital improvement plan on 20 May 2024\, item 35 on the agenda. The council also took up the permanent closing of 479 linear feet of Dacian Avenue.\n\nEverything else\, items 1 through 17\, 19 through 34\, and 42 and 43\, was set for a single consent vote. SUMMARY:City of Durham: Regular City Council Meeting
DESCRIPTION:Regular City Council Meeting\n\nThe council will decide whether to back $29 million in multifamily housing revenue bonds for a project called 500 East Main. It will also vote on naming The Peebles Corporation as developer for a site at 505 W. Chapel Hill Street. That comes with a $250\,000 consulting contract for HR&A Advisors and a non-binding term sheet to negotiate. Two public hearings follow: a rewrite of eleven Unified Development Ordinance articles\, and a zoning map change for Duke's Central Campus addition.\n\nThe consent agenda covers three board appointments and engineering contracts for solid waste concrete repairs and yard-waste site repairs. It also seeks to condemn an easement at 1505 Holloway Street for the Holloway Street Transit Corridor project. SUMMARY:City of Durham: Regular City Council Meeting
DESCRIPTION:Regular City Council Meeting\n\nDurham's council adopts the 2025-26 budget and the 2026-31 capital improvement plan on 16 June. The same item raises every city pay plan by 1.45 percent — open range\, step\, fire and police — lifts part-time starting rates by the same\, and widens the part-time step spreads from 3 to 5 percent. Six capital project ordinances go with it\, covering general projects\, water and wastewater\, stormwater\, solid waste\, transit and the performing arts centre\, alongside fee increases for solid waste\, public works\, and water and sewer.\n\nHousing and homelessness run through the rest of the agenda: an operational assistance loan to the Durham Housing Authority\, contracts with the North Carolina Coalition to End Homelessness\, Housing for New Hope and Volunteers of America\, and an update on the redevelopment of 505 W. Chapel Hill Street. Four consolidated annexations get public hearings the same night\, each bringing county land into the city with a utility extension agreement attached.\n\nTwo resolutions are the unusual items. SUMMARY:City of Durham: Durham City Council Work Session
DESCRIPTION:Durham City Council Work Session\n\nDurham's council spends Thursday's work session on contracts\, and the biggest is transit. A purchase from Gillig covers eight buses for GoDurham: five 40-foot diesels at $803\,691 each and three 40-foot battery-electric buses at $1\,311\,645 each\, $7.95 million in all. The electric buses cost about 63 percent more apiece than the diesels. Two more transportation items follow\, an interlocal agreement with Raleigh for bus mobile ticketing and $262\,770 toward a Triangle region transit survey.\n\nWater work is the other large number: an $11.48 million construction award to T.A. Loving for the Elizabeth Street waterline replacement\, with a contingency taking it to $12.64 million\, and a sixth amendment to the Hazen and Sawyer engineering contract for East Durham water and sewer rehabilitation and the Belt Street stormwater project\, taking that contract to $9.53 million. The council also renews its lobbying contracts\, $480\,000 with Checkmate Government Relations for the state and $346\,000 with The Ferguson Group for Washington\, and authorizes condemnation of temporary construction easements at 710 W. Cornwallis Road and 3414 Hillsborough Road for two sidewalk and bike projects.\n\nTwo annexation hearings close the session\, MIS Durham Headquarters Two and 3815 Wake Forest Highway\, each bringing land from county into city jurisdiction with a utility extension agreement. Parks and Recreation asks to apply for a $15 million Outdoor Recreation Legacy Partnership grant\, and the police department presents second quarter crime figures.\n\nAgenda: https://durham.granicus.com/AgendaViewer.php?view_id=2&event_id=2083\nWatch: https://durham.granicus.com/ViewPublisher.php?view_id=2\nDetails: https://ncgovwatch.com/meetings/1570
