SUMMARY:Town of Hillsborough: Tourism Development Authority Regular Meeting
DESCRIPTION:Tourism Development Authority\n\nHillsborough's Tourism Development Authority met Sept. 10 to weigh three special-event funding requests worth a combined $20\,000: a modernized holiday home tour\, the Uproar Festival of Public Art\, and FlushFest\, a music festival at Eno River Brewery. The authority also discussed whether to help fund an overnight stop for CycleNC's 2026 Mountains to Coast bike tour\, which would bring roughly 950 cyclists to town for a night.\n\nOnly three of the authority's members were present for the vote.\n\nAgenda: https://mccmeetings.blob.core.usgovcloudapi.net/hillsbronc-pubu/MEET-Agenda-83b8fb8ffab54da59e3e2183dcc8c652.pdf\nWatch: https://hillsborough-nc.municodemeetings.com/\nDetails: https://ncgovwatch.com/meetings/1795

SUMMARY:Town of Hillsborough: Board of Commissioners Regular Meeting
DESCRIPTION:Board of Commissioners\n\nHillsborough's Board of Commissioners considers extending town water service to a proposed 49-home subdivision on N.C. 86 North\, weighing a developer's argument that a connection could complete a loop in the town's water system against the town's long-term plan to shrink its urban services boundary. The board also takes up the appointment of Magnolia Brown to the Parks and Recreation Board for a term ending November 2028.\n\nA consent agenda covers October meeting minutes\, routine budget amendments\, an Arbor Day proclamation\, and permits for the town's holiday tree lighting and holiday parade. The board previews topics for its November 24 work session\, including the town's strategic plan\, the urban services boundary and a civility pledge\, and hears audience comments not tied to the printed agenda.\n\nAgenda: https://mccmeetings.blob.core.usgovcloudapi.net/hillsbronc-pubu/MEET-Agenda-acb37566cddc4196a8ff7a54cbad2fe9.pdf\nWatch: https://hillsborough-nc.municodemeetings.com/bc-boc/page/board-commissioners-regular-meeting-29\nDetails: https://ncgovwatch.com/meetings/1749

SUMMARY:Town of Hillsborough: Board of Commissioners Work Session
DESCRIPTION:Board of Commissioners\n\nHillsborough's Board of Commissioners takes up a resolution that would shrink the town's urban service boundary\, the area where the town extends water and sewer service\, after staff identified capacity limits in the wastewater system and concerns about meeting nutrient limits under its discharge permit and the Falls Lake Rules. The board also hears the year-end report on the FY24-26 Strategic Plan and a staff request to extend that plan by a year\, to FY27\, after Tropical Storm Chantal delayed work on its successor.\n\nA short consent agenda covers three special event permits\, including the Hillsborough Arts Council's Solstice Lantern Walk and Market\, expected to draw 4\,000 to 6\,000 people on Dec. 20\, plus a resolution updating the interlocal agreement funding the Orange County Partnership to End Homelessness and the reappointment of Gary Miller to the Historic District Commission. The board also closes to discuss the town manager's evaluation.\n\nAgenda: https://mccmeetings.blob.core.usgovcloudapi.net/hillsbronc-pubu/MEET-Agenda-767533ef9bd94cb197b377c38d53447c.pdf\nWatch: https://hillsborough-nc.municodemeetings.com/\nDetails: https://ncgovwatch.com/meetings/1748

SUMMARY:Town of Hillsborough: Board of Commissioners Regular Meeting
DESCRIPTION:Board of Commissioners\n\nThe board's main land-use item is a general-use rezoning and development agreement for 13.44 acres at 715 US Hwy 70 East\, from Assisted Living Neighborhood to Multifamily\, to allow up to 67 attached dwelling units on a parcel that was originally master-planned for a retirement campus that never got built. This item is being tabled rather than decided at this meeting. The board also takes up a staff-proposed reorganization that would merge Public Works\, Public Space & Sustainability\, and Stormwater & Environmental Services into a single "Community Services and Sustainability" department\, prompted by a manager's resignation\, and a request from the Hillsborough Youth Athletic Association for stricter trespassing enforcement against unhoused people camping near its ball field.\n\nMost of the rest is routine consent-agenda business: budget amendments\, three capital-project ordinance amendments for water/sewer plant upgrades\, a year-end audit contract\, a legal-services agreement with the town attorney's firm\, a reappointment to the Parks and Recreation Board\, and a resolution opposing a proposed state constitutional amendment that would limit local governments' property tax authority (tied to an active NC House committee process). Financial impacts on the rezoning are described as low to moderate\, with private streets and trash collection.\n\nAgenda: https://mccmeetings.blob.core.usgovcloudapi.net/hillsbronc-pubu/MEET-Agenda-ccc861b4797c402ea3646d913f1e473f.pdf\nWatch: https://hillsborough-nc.municodemeetings.com/bc-boc/page/board-commissioners-regular-meeting-39\nDetails: https://ncgovwatch.com/meetings/1740

SUMMARY:Town of Hillsborough: Tourism Board Special Meeting (rescheduled and combined August/September meeting)
DESCRIPTION:Tourism Board\n\nThe Tourism Board hears final-year reports from the four organizations it funds by contract — the Burwell School\, the Hillsborough Arts Council\, the Orange County Museum\, and the Alliance that runs the visitors center — and then takes up how that funding is structured.\n\nThe funding item is the one with consequences. DESCRIPTION:Board of Commissioners\n\nHillsborough's commissioners had one item for debate on Monday: a proposal to wrap a police patrol car in a veterans theme. Everything else went on consent\, including the 2025 local water supply plan\, acceptance of the waterline at 420 West Tryon Street\, budget amendments and transfers\, and three proclamations for Diaper Need Awareness Week\, Breast Cancer Awareness Month and Hispanic Heritage Month.\n\nThe board also corrected the demolition ordinance it adopted on August 24 for 380 Cornelius Street\, where the parcel number had been written down wrong. SUMMARY:Town of Hillsborough: Tree Board Regular Meeting
DESCRIPTION:Tree Board\n\nHillsborough's Tree Board\, which advises the town's elected officials on trees and planting rather than deciding matters itself\, is set to continue work on a recommended plant list for the Unified Development Ordinance. The item was carried over from August\, when members compared draft lists from Raleigh\, the NC Botanical Garden and a draft Durham list\; the board's recommendation would go toward the species the UDO calls for or allows in new development. Members would also pick back up on FY27 planting priorities\, weighing further plantings at Cates Creek Park and along the Riverwalk after discussing species including crab apple and silverbell in August.\n\nAlso on the agenda: a request for volunteers to remove invasive species along Bellevue Branch\, brought by Stormwater Program Manager Heather Fisher after the board's own summer reports found a large patch of Japanese knotweed there. Members would get an update on the lorapetulum planting at Turnip Patch Park\, then hear reports from the town's invasive species removal team\, the Garden Club and staff on an Oct. 2 pruning workshop.\n\nAgenda: https://mccmeetings.blob.core.usgovcloudapi.net/hillsbronc-pubu/MEET-Agenda-159f8026873345869ddda985e2f9e790.pdf\nWatch: https://hillsborough-nc.municodemeetings.com/\nDetails: https://ncgovwatch.com/meetings/3794
