SUMMARY:Town of Wake Forest: Planning Board
DESCRIPTION:Planning Board\n\nThe Planning Board takes public comment on two plan updates ahead of a December 21 public hearing on each. The first is an update to the Northeast Community Plan\, which guides growth in Wake Forest's historically African American neighborhood northeast of downtown. The rewrite followed four advisory committee meetings\, 22 stakeholder interviews\, a survey mailed to every address and property owner in the area with 109 responses\, two virtual public workshops\, and a September event at the DuBois Campus with more than 75 participants. It organizes recommendations under four themes\, Preserve & Protect\, Flourish\, Connect and Partner\, with an implementation matrix tying each action to a timeline. Staff recommend approval.\n\nThe second is a set of amendments to the 2019 Comprehensive Transportation Plan\, covering the bicycle\, pedestrian and greenway network maps\, the regional and town transit maps\, roadway cross-sections and the future roadway network\, and the greenway prioritization table. The Parks\, Recreation and Cultural Advisory Board has already voted unanimously to recommend the bicycle and pedestrian changes\, and staff say the amendment aligns the plan with the Renaissance Area Plan and the draft Northeast Community Plan. The board also recognizes Tilda Caudle\, who served on the Northeast Community Plan's advisory committee\, as a recipient of the state planning association's Marvin Collins Award\, and takes up its meeting schedule for 2022.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1197\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3393

SUMMARY:Town of Wake Forest: Board of Commissioners Work Session
DESCRIPTION:Board of Commissioners Work Session\n\nThe board holds two public hearings: one on the Northeast Community Plan (CPZ-21-02)\, a draft area plan with its own proposed ordinance\, and one on a Comprehensive Transportation Plan Amendment (CPZ-21-01) that carries updated maps\, tables and cross-sections. The agenda names both cases without describing what either plan would change.\n\nThe board also considers updates to its Code of Ethics for advisory board members\, its own Rules of Procedure\, and the town's Record Retention Policy\, plus an ordinance updating Chapter 26 of the town code on solid waste. Staff also brief the board on the October financial report and the draft agenda for the December 21 regular meeting.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1206\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3366

SUMMARY:Town of Wake Forest: Board of Commissioners Work Session
DESCRIPTION:Board of Commissioners Work Session\n\nCommissioners hear a revised draft of the Town's Community Plan and Future Land Use Map from consultant Houseal Lavigne\, meant to guide growth over the next 10 to 20 years. The draft rests on nine goals drawn from stakeholder meetings\, a community questionnaire and open houses\, among them expanding activity downtown\, adding safe pedestrian and transit connections\, and diversifying housing.\n\nThe board also gets an update on its stormwater infrastructure contract with Freese and Nichols\, which is close to finishing a criticality assessment of the Town's pipes and is drafting a utility fee to fund upkeep. A financial report shows year-to-date general fund revenue at 78.68% of a $61 million budget\, with ad valorem tax collections about $1.7 million ahead of last year. Commissioners preview the draft agenda for the April 19 regular meeting and discuss a proposed interlocal agreement letting Wake Forest adopt Wake County's Non-Discrimination Ordinance.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1230\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3447

SUMMARY:Town of Wake Forest: Board of Commissioners Work Session
DESCRIPTION:Board of Commissioners Work Session\n\nEvolve Companies wants to rezone 5.83 acres on Star Road for Hawthorne Wake Forest Phase 2. The Planning Board voted 5-1 against it\, finding the project inconsistent with the town's Community Plan and recommending denial. Kimley-Horn\, filing for the separate Wake Union project\, wants to rezone 71.46 acres near Wake Union Church Road and Capital Boulevard for a mixed-use development. The Planning Board voted 5-1 to recommend approval\, with two added conditions. Open space at the townhome site can no longer count walking trails or community gardens\, and all buildings are capped at three stories. The applicant agreed to both.\n\nThe board also considers introducing four bond orders for a $75 million referendum on November 8\, 2022. They break down into $23.72 million for roads and transportation and $24.43 million for parks and recreation. Another $14.35 million would go to greenways and $12.5 million to parking facilities. Introducing the orders sets a July 19 public hearing. A separate item would update Chapters 1 and 8 of the Unified Development Ordinance\; the Planning Board voted 6-0 to recommend approval. The board also plans a closed session on pending litigation\, Fred Smith FSC II\, LLC dba Fred Smith Company v. Town of Wake Forest.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1254\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3353

SUMMARY:Town of Wake Forest: Planning Board
DESCRIPTION:Planning Board\n\nWake Forest's planning board holds a public comment session July 11 on a rezoning that would bring 140 townhomes to 27 acres on Rogers Road\, land now outside town limits. Kimley-Horn & Associates has applied on behalf of owner M & EM Co LLC and developer Baker Residential to rezone the tract from Wake County's Residential-30 designation to the town's General Residential 10 Conditional District. An annexation petition for the same property is also pending. Staff recommends disapproval\, saying the master plan's setbacks\, rooflines and lot layout fall short of the comprehensive plan's guidance for townhome character\, and that the applicant is asking for more exceptions from town development standards than staff considers reasonable. The town's board of commissioners is scheduled to hold the formal public hearing on the case August 15.\n\nThat hearing never happened. The annexation petition went to the commissioners on 18 July and the rezoning came back to them at a work session on 1 August\, but by 15 August the applicant had withdrawn both the rezoning and the annexation\, and the board held no hearing.\n\nThe board also hears a presentation on transit service alternatives for the town's draft Public Transit Plan\, prepared by Toole Design after surveys and open houses on expanding bus service beyond the current Wake Forest Loop and the Wake Forest-Raleigh Express commuter route. It takes up minutes from its May 9 regular meeting and May 24 special work session. The agenda lists no items under presentations or old business.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1390\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3426

SUMMARY:Town of Wake Forest: Board of Commissioners Work Session
DESCRIPTION:Board of Commissioners Work Session\n\nThe Wake Forest Board of Commissioners hears a presentation on a conditional rezoning for 27 acres on Rogers Road\, where Kimley-Horn & Associates\, filing on behalf of M & EM CO LLC\, asks to rezone the land from Wake County's Residential-30 district to General Residential 10 Conditional District for the Rogers Road Townhomes. As a work session item it is a presentation rather than a vote\; the case would come back for a public hearing before the board acts on it.\n\nThe rest of the agenda is informational. The Stormwater Utility Advisory Group updates the board on its work\, the consultant hired for the town's downtown plan introduces the project\, and staff walk through the monthly financial report\, the draft agenda for the board's next regular meeting\, and amended personnel policies and procedures.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1396\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3377

SUMMARY:Town of Wake Forest: Planning Board Special "Called" Work Session
DESCRIPTION:Planning Board Special "Called" Work Session\n\nThis special work session is the fourth the Planning Board has held this year on the town's comprehensive rewrite of the Unified Development Ordinance\, called outside the board's regular monthly meeting to keep the multi-year project moving. Consultants from Houseal Lavigne Associates will present proposed development standards covering general provisions\, building design\, access and mobility\, tree protection\, landscaping\, buffers and lighting.\n\nThe standards grow out of recommendations in the comprehensive plan and feedback from a public open house and online survey held earlier this year\, after the same consultants presented proposed zoning districts and use regulations. No votes are scheduled\; the board is being asked only for feedback before further work sessions cover other sections of the ordinance. The rest of the printed agenda holds only the call to order\, adoption of the agenda and adjournment.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1408\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3346

DESCRIPTION:Board of Commissioners Work Session\n\nWake Forest commissioners hold public hearings on two annexation petitions covering about 90 acres\, one on North Main Street and one near Friendship Chapel Road and NC 98 Bypass\, then consider whether to annex both. The board also holds a hearing on a draft update to the town's public transit plan and hears staff present three rezoning cases covering more than 156 acres\, including a 124.68-acre tract on Club Villas Drive.\n\nThe session also covers a traffic study update for two US 1 intersections\, a signal design for Forestville Road\, feedback from a parks and recreation planning session\, and proposed infrastructure work at the Highway 98 U-turns and along South Franklin Boulevard. The board reviews the draft agenda for its next regular meeting and hears an August financial summary.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1417\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3443

SUMMARY:Town of Wake Forest: Planning Board
DESCRIPTION:Planning Board\n\nWake Forest's Planning Board takes public comment October 10 on a rezoning of 19.30 acres at 0 Stadium Drive from Rural Holding District to a Neighborhood Mixed-Use Conditional District. Williams Mullen filed the request on behalf of developer Capitol Commercial on land owned by Southeastern Baptist Theological Seminary. The plan calls for 307 apartments\, a 25\,000-square-foot medical clinic\, and about 19\,400 square feet of general commercial space\, plus a realignment of Old Stadium Drive and new turn lanes at several intersections. The board is not voting on the case\; a formal public hearing is tentatively set for November 21.\n\nThe board also takes comment on a comprehensive plan amendment covering about 584 acres near Oak Grove Church Road and Gilcrest Farm Road\, reclassifying the land as Conventional Residential so property owners there can later seek annexation and rezoning for municipal water and sewer service. Staff recommend approval. The board separately reviews potential 2024 meeting schedule options and takes up minutes from its August 21\, September 6\, and September 12 meetings.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1421\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3335

DESCRIPTION:Board of Commissioners\n\nThe Wake Forest Board of Commissioners holds three public hearings this month: a rezoning of 19.30 acres at 0 Stadium Drive for a project called Stadium Drive Mixed Use\, a proposed stormwater utility fee\, and an amendment to the town's community plan tied to the Wake Forest-Raleigh utility merger agreement. The board takes each of the three up again for a vote later on the same agenda\, under the Legislative and Planning sections.\n\nThe consent agenda includes a resolution authorizing an installment financing agreement with JPMorgan Chase Bank to pay for resurfacing town streets\, a supplemental agreement with Mott MacDonald on the fiscal year 2023-24 resurfacing project\, and appointments to five citizen advisory boards. The board also considers a resolution recognizing Sergeant David Doherty on his retirement and the surplus of his badge and service weapon\, and closes the meeting with a closed session to consult the town attorney.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1433\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3449

SUMMARY:Town of Wake Forest: Planning Board
DESCRIPTION:Planning Board\n\nThe board takes up a rezoning for the Star Road Tech Center\, filed by St. John Properties\, that would rezone 30.35 acres at 0 Star Road from Highway Business and Special Highway Overlay to Highway Business Conditional District\, opening the site to commercial\, office and light industrial use. Staff's report finds the plan generally inconsistent with the town's Community Plan and recommends denial\, citing five points of conflict: the land use mix\, a parking plan below UDO minimums\, and the applicant's refusal to build a backage road the Comprehensive Transportation Plan requires along the property's east side. The tract sits in the town's extraterritorial jurisdiction along Star Road near US-1\; no annexation petition has been filed. This meeting takes public comment on the case\, and the Board of Commissioners' public hearing is tentatively set for March 19.\n\nAlso on the agenda: the fifth work session on the town's Unified Development Ordinance rewrite\, where staff present draft standards for planned unit developments\, subdivision and lot rules\, and open space requirements for board feedback. No vote is attached to the work session. The board also takes up approval of its December 12 minutes\, still marked draft.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1524\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3373

SUMMARY:Town of Wake Forest: Board of Commissioners
DESCRIPTION:Board of Commissioners\n\nWake Forest's Board of Commissioners holds two public hearings this month. One is a rezoning of 30.35 acres at 0 Star Road for a project called Star Road Tech Center\; St. John Properties has filed to move the tract from Highway Business and Special Highway Overlay to Highway Business Conditional District and Special Highway Overlay. The board takes up a vote on the same case later in the meeting\, right after the hearing closes. The other hearing takes public input on the FY 2024-2025 annual operating budget\, the first of the budget season.\n\nThe Star Road case reaches this hearing with a staff recommendation against it. Staff told the planning board on 13 February that the plan is generally inconsistent with the town's Community Plan on five points\, among them a parking plan below the ordinance minimum and the applicant's refusal to build a backage road the Comprehensive Transportation Plan requires along the property's east side. Commissioners took a first look at their 5 March work session\, and the hearing was still open on 21 May\, when the board continued it and scheduled a vote for that meeting.\n\nThe consent agenda here carries a resolution certifying a contiguous annexation petition for 5.54 acres on Capital Blvd tied to a separate rezoning case\, an ordinance setting up a Housing Initiatives special revenue fund\, a street acceptance\, an ordinance codifying the town code's Supplement 17\, and two resolutions honoring a retiring senior police officer. The board also hears a downtown plan presentation from consultant Houseal Lavigne\, an update on the Flaherty Park Field #2 renovation\, and proclamations for Parkinson's Awareness Day and Vietnam War Veterans Day.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1543\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3364

SUMMARY:Town of Wake Forest: Planning Board Special "Called" Work Session
DESCRIPTION:Planning Board Special "Called" Work Session\n\nWake Forest's planning board called this work session for one reason: to hear a presentation from Houseal Lavigne\, the town's consultant on the Downtown Plan. The firm presents its draft Existing Conditions Memo and introduces a draft vision statement\, goals and functional subareas for downtown. The agenda carries no other business beyond adopting the agenda and adjourning.\n\nThe board's regular meetings fall on the second Tuesday of the month\; this one fell outside that schedule\, called specifically for the presentation.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1546\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3332

SUMMARY:Town of Wake Forest: Board of Commissioners Work Session
DESCRIPTION:Board of Commissioners Work Session\n\nWake Forest's board takes up a parks and recreation impact fee increase that would roughly double what new development pays toward parks. A study by consultant Benesch calculates the fee at $8\,856 per single-family home and $4\,789 per multi-family unit\, against the $3\,691 and $2\,202 the town has charged since 2018. No vote is scheduled tonight\; a public hearing on adopting the new fees and the town's updated parks and recreation master plan comes September 17.\n\nThe rest of the session is presentations without action: a seventh work session on the Unified Development Ordinance rewrite Houseal Lavigne Associates has been drafting since 2022\, an update on that parks master plan itself\, a briefing on the regional Blueprint for Safety traffic study CAMPO expects to finish by fall 2025\, and July's financial summaries. Those show the general fund collected $846\,315 of an $86.9 million budget and spent $6.3 million\, for a year-to-date net loss of $5.4 million\, typical for early in the fiscal year since ad valorem taxes\, over half of general fund revenue\, are not due until September 1. The board also previews its September 17 regular meeting agenda\, which includes a rezoning for the Reserve at Dunn Creek\, a special use permit for a Whataburger drive-thru\, and $1.46 million in parks bonds.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1649\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3370

SUMMARY:Town of Wake Forest: Planning Board Special "Called" Work Session
DESCRIPTION:Planning Board Special "Called" Work Session\n\nThe Wake Forest Planning Board's specially called work session covered three separate projects rather than one: a seventh working session on the town's Unified Development Ordinance rewrite\, a public comment session on the draft 2024 Parks\, Recreation and Cultural Resources Master Plan\, and a briefing on a proposed increase to the parks impact fee developers pay. None of the three called for a board vote.\n\nThe parks master plan\, last updated in 2015\, goes to a Board of Commissioners public hearing on September 17. The impact fee study found the town's current fee well below what its own cost analysis would support\, a change state law requires the Planning Board to weigh in on before commissioners can adopt it.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1663\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3331

SUMMARY:Town of Wake Forest: Planning Board
DESCRIPTION:Planning Board\n\nWake Forest's Planning Board took public comment on two long-running planning documents: a rewrite touching every chapter of the town's Unified Development Ordinance\, and a new Downtown Plan replacing the 2017 Renaissance Plan. Consultant Houseal Lavigne has led the UDO rewrite since 2022\, covering zoning districts\, building design\, tree protection\, signage and subdivision standards\, after seven work sessions with the Planning Board and Board of Commissioners.\n\nThe Downtown Plan sets nine goals for downtown over the next 20 years\, including more housing options\, affordable housing incentives\, better walking and biking conditions\, and more greenspace. SUMMARY:Town of Wake Forest: Board of Commissioners
DESCRIPTION:Board of Commissioners\n\nWake Forest's Board of Commissioners took up three land-use cases at its October 15 meeting\, each first as a public hearing\, then as a vote later on the same agenda. One rezoning would clear 5.61 acres at 418 Jones Dairy Road for a Neighborhood Business Conditional District\, replacing industrial and rural zoning. A second case would annex 26.86 acres at 10600 Star Road\, tied to a separate rezoning request for the same land. A third would rezone 11.16 acres across four parcels on Capital Boulevard and Burlington Mills Road\, from Highway Business and General Residential to a Highway Business Conditional District\, to allow a Hyundai dealership.\n\nThe board also planned to adopt a 2024 master plan for its Parks\, Recreation and Cultural Resources Department\, amend the town's parks and recreation impact fees\, accept a state Parks and Recreation Trust Fund grant for a skate park\, and appoint members to the Board of Adjustment and the Planning Board from candidates introduced earlier in the meeting.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1689\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3357

SUMMARY:Town of Wake Forest: Board of Commissioners Work Session
DESCRIPTION:Board of Commissioners Work Session\n\nThe board takes up Wake Forest's rewrite of its Unified Development Ordinance for the first time since the planning board recommended it 7-0 on October 8\, with staff proposing further edits in response to public comment ahead of a public hearing set for November 19. Commissioners will also see a revised 10-year Downtown Plan from consultant Houseal Lavigne\, built around nine goals that include preserving historic character and expanding housing options downtown\, which the planning board likewise recommended unanimously.\n\nStaff will also present a draft Special Events Policy with a sliding fee\, from $25 and 60 days' notice for a neighborhood event up to $100 and 180 days for a street festival or parade\, replacing rules last updated in 2018\, paired with the town's first Motorized Parade Policy setting safety and insurance rules for parade vehicles. Other business: an early look at a downtown social district and a multi-modal transportation impact fee study\, a $64\,800 town contribution toward a new gym floor at the Wake Forest Boys & Girls Club as part of a ten-year field-use agreement\, and the September financial report\, which shows the general fund $6.98 million in the red year to date on $89.1 million in budgeted revenue -- typical for the first quarter\, before most property tax revenue arrives in December.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1696\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3372

DESCRIPTION:Planning Board\n\nWake Forest's Planning Board takes public comment on CPA-24-03\, the county's five-year update to the Wake County Multi-Jurisdictional Hazard Mitigation Plan. FEMA has conditionally approved the plan\; every municipality in the county must adopt it before that approval becomes final. Staff recommend approval\, with a formal public hearing set for December 17.\n\nThe board also hears a presentation on a proposed multi-modal transportation impact fee\, a charge on new development that would fund transportation projects tied to growth. State law requires the board's comment before the Board of Commissioners can adopt the fee\, which goes to a public hearing November 19 and a commissioners' vote December 17. DESCRIPTION:Board of Commissioners\n\nWake Forest's commissioners held three public hearings on November 19\, 2024\, each on a document that shapes what gets built and who pays for it: an update to the multi-modal transportation impact fee\, the comprehensive rewrite of the Unified Development Ordinance under case TA-24-01\, and the revised draft downtown plan\, CPA-24-02\, in its November 5 version. The downtown plan came back for a vote the same night\; the UDO rewrite returned in December.\n\nThe board also committed $3.3 million toward the S-Line mobility hub as the local match for a federal RAISE grant\, took up a resolution amending parks and recreation impact fees\, and considered an updated special events policy alongside a new motorized parade policy. The consent agenda awarded three construction contracts\, for improvements at HL Miller Park\, replacement of the Dunn Creek culvert and the 2025 street resurfacing program\, and signed a ten-year joint use agreement with the Boys & Girls Club serving Wake County. DESCRIPTION:Board of Commissioners Work Session\n\nWake Forest's commissioners weighed committing $3\,300\,000 at their December 3\, 2024 work session\, the town's 20 percent share of a $16\,500\,000 mobility hub in downtown Wake Forest. The rest would come from a federal RAISE grant NCDOT is reapplying for after scoring well but missing out earlier in the year. The hub is an Amtrak station tied to the S-Line\, the federally designated passenger corridor NCDOT is planning stations along.\n\nThe town's two-month-old microtransit pilot also came up\, and its problem is success. Go Wake Forest launched October 1\, replacing the Wake Forest Loop fixed-route bus and the Go Raleigh Access paratransit service with door-to-door on-demand rides from Via\, priced against what the old services cost. Ridership rose faster than anyone expected\, and demand now exceeds the vehicles available\, leaving some riders unable to book. Via presented on performance and options\, and staff asked the board for direction. The board also saw the draft Wake County multi-jurisdictional hazard mitigation plan\, which the town must adopt to stay eligible for federal mitigation grants\, and reviewed October financial statements showing the general fund $8\,000\,626 in the red for the year to date.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1704\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3412

SUMMARY:Town of Wake Forest: Board of Commissioners
DESCRIPTION:Board of Commissioners\n\nWake Forest commissioners took up a rewritten Unified Development Ordinance on December 17\, 2024\, the town's whole set of land use rules replaced at once. Case TA-24-01 got a public hearing and then a vote the same night\, with the planning board's recommendation\, a plan consistency analysis and the public comments received on the draft all in the record.\n\nThree more hearings shared the evening. Commissioners heard comment on the five-year capital improvements plan for FY 2025-2030\, on the draft Wake County multi-jurisdictional hazard mitigation plan\, and on a request from the owners of the Dr. Charles Brewer House at 327 N. Main Street to have it designated a local historic landmark. The board also considered a multi-modal transportation impact fee resolution\, with two fee schedules drafted for it\, and a revised Go Wake Forest transit contract. Staff presented information on whether to pursue a social district downtown. The consent agenda added a firefighter position\, accepted a state cybersecurity grant\, and waived the open container ordinance for six Friday Night on White dates in 2025. The board closed in session on the price and terms of a real property acquisition.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=1714\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3391

SUMMARY:Town of Wake Forest: Board of Commissioners Work Session
DESCRIPTION:Board of Commissioners Work Session\n\nWake Forest's board takes three presentations on 1 September and votes on none of them. The one with money attached is Go Wake Forest: staff bring an update on fare collection and ask the board to consider expanding service. The town's Comprehensive Transportation Plan amendments come next\, filed as application CPA 26-01 and carrying a Planning Board recommendation\, and after that a set of event recommendations for 2027 and beyond.\n\nThe rest is the board's monthly rhythm: July's financial summaries\, and a look at the draft agenda for the 15 September regular meeting\, which is where anything decided here would actually be voted on. The published agenda lists each item's attachments rather than their contents\, so what staff will recommend on fares or on the transportation plan is not on this record.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=2030\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/2336

SUMMARY:Town of Wake Forest: Planning Board
DESCRIPTION:Planning Board\n\nOne case sits on the Wake Forest Planning Board's September 8 agenda\, and it turns on a pool that was never built. The board took public comment on RZ-24-03\, a request to rezone the 4.81-acre common area of the Franklin Street Townes development from Residential Mixed-Use to a conditional district\, and to recommend for or against it to the Board of Commissioners.\n\nThe sequence in the staff report runs like this. Commissioners approved a master plan for 108 apartments at the northeast corner of South Franklin Street and the 98 Bypass in February 2014\, with a pool and clubhouse in a central amenity area. A townhome plan replaced it in February 2015\, 61 units\, again with the pool and clubhouse. Construction drawings approved that November counted those amenities toward the development's required improved open space. In November 2021 the developer told planning staff it did not intend to build them. Because commissioners approved the original plan\, only commissioners can approve a change\, so the developer has filed this rezoning with a new master plan showing a 10-by-10-foot prefabricated canopy\, a playground and landscaping instead. Staff report that the proposal meets the ordinance's park space minimum\, 7\,140 square feet against 5\,776 required\, and take no position on approval. The public hearing before commissioners is set for October 6.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=2032\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/1701

SUMMARY:Town of Wake Forest: Board of Commissioners
DESCRIPTION:Board of Commissioners\n\nWake Forest's commissioners opened the budget season on Tuesday with a public hearing on what belongs in the five-year capital improvement plan for 2027 through 2032. Two more hearings followed: amendments to the town's comprehensive transportation plan\, which the Planning Board has already recommended\, and the annexation of 8.25 acres at 0 Devon Square Boulevard\, a parcel the town itself owns. The board voted on both the annexation and the transportation plan later in the same meeting.\n\nOn consent were a resolution to start the annexation of 16.38 acres at 4925 Unicon Drive for South Forest LLC\, construction engineering and inspection services for the Wake Forest reservoir\, a municipal agreement with NCDOT for construction money for phases 2 and 3 of the Smith Creek Greenway\, and authority for the town manager to start Sunday service on Go Wake Forest with a performance benchmark attached. The board also considered an age-friendly community strategic action plan\, took an update on S. Franklin Street through Holding Village\, and heard event recommendations for 2027. Seven proclamations opened the meeting\, among them PANS and PANDAS Awareness Month\, National Hispanic Heritage Month\, issued in English and Spanish\, and a resolution on Rosemary Pimentel's retirement.\n\nAgenda: https://wake-forest.granicus.com/AgendaViewer.php?view_id=3&clip_id=2036\nWatch: https://wake-forest.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/3850
