SUMMARY:Town of Chapel Hill: Town Council
LOCATION:RM 110 | Council Chamber
DESCRIPTION:Town Council\n\nChapel Hill's Nov. 19 council meeting opens with proclamations for OWASA's Care to Share Day\, Small Business Saturday\, and Native American Heritage Month\, followed by public comment. SUMMARY:Wake County: Board of Commissioners — Regular Meeting
LOCATION:Wake County Justice Center
DESCRIPTION:Board of Commissioners\n\nThis is Wake County's first Board of Commissioners meeting of a new term\, opening with the election of a board chair and vice chair and recognition of the outgoing chair and outgoing county attorney Scott Warren. Most of the substantive business runs through the consent agenda: two federal grants that would each add a full-time position (one for a mental health project\, one for an accreditation program)\, Wake Transit funding agreements covering GoWake Access and SmartRide service\, added funding for the county's pharmacy program\, a multiyear agreement with East Carolina University\, an interlocal agreement with municipalities\, and a services agreement for the county's Historic Preservation Commission and Landmark Program.\n\nThe one item requiring a public hearing is a rezoning of two parcels totaling nearly 14 acres from low-density residential (R-80) to industrial (I-2). The board also takes up a large slate of appointments to advisory boards - including its own Energy Advisory Commission and Fire Commission\, plus county seats on several municipal and regional boards - and closes with a closed session.\n\nAgenda: https://wake.legistar1.com/wake/meetings/2025/12/6198_A_Board_of_Commissioners_25-12-01_Meeting_Agenda.pdf\nWatch: https://wake.granicus.com/ViewPublisher.php?view_id=18\nDetails: https://ncgovwatch.com/meetings/32

SUMMARY:Orange County: Board of Equalization and Review
DESCRIPTION:Board of Equalization & Review\n\nOrange County's Board of Equalization and Review heard 16 appeals of 2025 property revaluation values on December 9\, 2025\, from 14 individual owners and one company\, Evans Estates REI LLC. One owner filed two separate appeals on different parcels. Before the docket\, the board also rescinded a December 3 consent-agenda vote on one property and revised its value to $460\,900.\n\nThe appeals argued comparable sales\, home condition and age corrections\, conservation-easement and floodplain restrictions\, a parcel shrunk by road construction\, storm damage\, and land that cannot pass a soil-perc test. Evans Estates argued that zoning and site limits diminish the marketability of an undeveloped Farm Lane tract. The current assessed values at issue ranged from $143\,400\, for an unimproved land parcel\, to $1\,260\,600\, for a house.\n\nAgenda: https://www.orangecountync.gov/AgendaCenter/ViewFile/Agenda/_12092025-2477\nWatch: https://www.orangecountync.gov/953/Board-of-County-Commissioners-BOCC\nDetails: https://ncgovwatch.com/meetings/2087

SUMMARY:Chatham County Schools: Mid-Year Board Retreat
DESCRIPTION:Board of Education\n\nChatham County's school board spent a day-long January retreat on growth and on what it costs. The morning covered a district overview\, early considerations for the 2026-27 budget\, and what charter schools are doing to the district's enrollment and its money. A half-hour block was set aside for the effect of immigration policy on students and school operations\, including what it is doing to graduation cohorts and attendance.\n\nThe afternoon was building. Staff presented enrollment projections from the research laboratory at NC State\, a Chatham Park update\, municipal development trends\, a new elementary school at North Village\, a modular classroom pod at Margaret B. Pollard Middle School\, and three gymnasium replacements. The board was also briefed on future redistricting\, on theme schools and the programs pulling parents elsewhere in the region\, and on annual revisions to the district's mental health plan. The district publishes an item list and no agenda document or minutes\, so what the board settled on is not on file here.\n\nWatch: https://www.youtube.com/@ChathamCountySchools/streams\nDetails: https://ncgovwatch.com/meetings/3076

SUMMARY:Orange County: Approved Agenda and Minutes for
DESCRIPTION:Board of Health\n\nOrange County's board of health took the health department's FY 2026-27 budget request on February 25\, built to stay flat. The department is aiming to add no new spending without matching new revenue\, and its request nets out at authorized expenditures minus service revenue\, about $10.1 million on the prior year's figures.\n\nThe board also welcomed two new members\, including a county commissioner\, and heard that a resolution in support of expedited newborn screening was coming.\n\nAgenda: https://www.orangecountync.gov/AgendaCenter/ViewFile/Agenda/_02252026-2576\nWatch: https://www.orangecountync.gov/953/Board-of-County-Commissioners-BOCC\nDetails: https://ncgovwatch.com/meetings/2136

SUMMARY:Town of Pittsboro: Board of Commissioners Regular
DESCRIPTION:1. Board of Commissioners (BOC)\n\nPittsboro's commissioners had to decide on 11 May whether to keep the town's Flock Safety license plate reader cameras. The contract runs to January 2027. The mayor recommended continuing the system to that date under written conditions — monthly audits of every search\, 30-day data retention\, no new cameras without board approval\, and a standing bar on using it for traffic enforcement\, immigration enforcement\, reproductive care investigations or facial recognition — with a decision point in November.\n\nFour unified development ordinance amendments came with public hearings: definitions\, wetland protection standards\, the annexation procedure and the accessory use table. The planning board had recommended all four on 20 April. The manager's recommended 2026-27 budget had its public hearing the same night\, and the board took a construction manager selection and a budget amendment for the new town hall.\n\nAgenda: https://pittsboronc.gov/AgendaCenter/ViewFile/Agenda/_05112026-479?html=true\nWatch: https://www.youtube.com/@townofpittsboronc/streams\nDetails: https://ncgovwatch.com/meetings/1324

The rest of the evening was recognitions: the parent and educator advisory councils\, a state music education award\, a congressional art competition\, a state athletics championship\, and the monthly character and staff awards. SUMMARY:Durham County: Regular Session
DESCRIPTION:Board of County Commissioners\n\nDurham County's commissioners held one public hearing on August 10\, on policy changes to the comprehensive plan coming out of its evaluation and assessment report. The money was elsewhere. The county took on nine new positions in social services\, paid for by $850\,290 in extra state funding\, to handle the Medicaid changes H.R. 1 requires\, and separately wrote to its congressional delegation asking for more time before the new SNAP cost-share rules take effect.\n\nThree conservation easements moved: 41 acres from Billy and Toni Stevens with a $330\,000 contribution from the Army National Guard's readiness and environmental protection program\, 19.27 acres from Robin Davis at 505 Mason Road with $117\,500 from the City of Durham's water supply protection fund\, and a donated 22-acre easement from David and Carmen Durack on Woodstock and West Cornwallis roads. The board also put $506\,945 toward buying the Durham-to-Roxboro Rail Trail corridor from the state\, distributed the 2 percent cost of living adjustment worth $3.6 million across departments\, and hired a temporary staffing agency for $255\,747.66 to run election operations through the general election. It proclaimed September 10 to 19 as Welcoming Week.\n\nAgenda: https://durhamcounty.granicus.com/AgendaViewer.php?view_id=3&clip_id=1553\nWatch: https://durhamcounty.granicus.com/ViewPublisher.php?view_id=3\nDetails: https://ncgovwatch.com/meetings/1552

SUMMARY:Orange County: HRC Monthly
DESCRIPTION:Human Relations Commission\n\nOrange County's Human Relations Commission meets Tuesday with a draft proclamation on immigration enforcement in its packet. The draft would have the county commissioners declare that county funds\, buildings and staff will not assist civil federal immigration enforcement\, and it argues that fear of ICE operations keeps residents from seeking medical care or calling for help. The commission advises the commissioners\; it does not adopt proclamations itself.\n\nThe other action item is an update on the Blackwood Farms commemorative marker\, with a dedication event set for October 17. Under old business the commission takes up the anti-lynching proclamation the commissioners adopted on September 10\, which names four North Carolina deaths since 2024 and asks that hanging deaths get independent autopsies and full evidence sharing with families before any public finding. Subcommittees report on a first housing event\, provisionally November 14\, and on building a contact list of local non-profits.\n\nAgenda: https://www.orangecountync.gov/AgendaCenter/ViewFile/Agenda/_09222026-2675\nWatch: https://www.orangecountync.gov/953/Board-of-County-Commissioners-BOCC\nDetails: https://ncgovwatch.com/meetings/3989
