The House convened at noon Monday with veto overrides as unfinished business and two bills on the printed calendar. Senate Bill 50, "Freedom to Carry NC," would let any citizen 18 or older carry a concealed handgun without a permit while keeping the permit system as an option. House Bill 437 began as drug-offence penalties near homeless shelters and came back from the Senate as a statewide public camping ban, barring camping on public property unless a local government designates sites meeting state sanitation and safety standards. Both were ratified and then vetoed — Senate Bill 50 in June 2025, House Bill 437 in July 2026 — so one has been waiting fourteen months for this vote. The Senate convened the same day on the standard order of business with no bills listed, which is not an empty day: bills reach that floor by being added during it.
Three governments are rewriting the rules that govern what gets built, in the same week and independently. Orange County's planning board took a 140-page rewrite of its development ordinance Wednesday, with its ordinance review committee sitting immediately afterward to keep working through the planning director's omnibus amendments. Chapel Hill's Planning Commission took its Land Use Management Ordinance rewrite twice on Tuesday — a staff briefing on housing diversity and environmental resilience, then a separate Zoom-only session with no physical location given. Morrisville's Planning and Zoning Board spent Thursday on its Comprehensive Transportation Plan update, greenway prioritisation and roadway cross-sections. None of these is a single decision anyone can turn up and stop, which is exactly why they are worth watching now rather than when the first application arrives under them.
Orange County's commissioners named the crisis diversion facility now under construction for Jamezetta Bedford, who died on 21 June after eight years on the board, and filled the Register of Deeds vacancy at the same meeting. Cary sent three advisory boards to approve annual reports in three days — the environmental board Tuesday, human relations the same evening, seniors on Wednesday — an unusual clustering for a town whose council has spent the summer rebuilding its own oversight practices.
The decisions a resident could actually attend were smaller and closer to home. Garner set a 6 October public hearing on a 41.61-acre annexation for Creech Road Homes. Hillsborough's Historic District Commission reviewed three certificates of appropriateness including a mural on a previously painted alley wall. Chapel Hill's Board of Adjustment heard a single variance: a household on Glenhill Lane wanting a ten-by-twelve shed on a corner lot, which needs a street setback reduction to fit. Wake Forest took a presentation on what happened to ridership on its Go Wake Forest microtransit after fares began in February. Much of the rest was work sessions and advisory boards, where comment is taken and nothing is decided.
