The arguments that arrive from somewhere else — cameras, immigration, data centers, what a school board pays its staff — as they actually reach an agenda here. Each one shows which government took it up first, who followed, and who has not touched it at all.

How this differs from the topic list
Every item on this site is tagged against one closed list of about thirty-four topics, so a rezoning in Apex counts the same as a rezoning in Cary. That list is small on purpose and it has no slug for license plate readers, because a vocabulary that grows a term for every subject stops being comparable.
These pages sit beside it. They match curated phrases against agenda text, with word boundaries and a check on the words either side. Both parts matter: a first pass without them read Ice Cream Social as immigration enforcement, Preparation for Officer Election as reparations, and every Church Road annexation in the region as a congregation before a board. Where a subject overlaps a real topic, the page links to the wider count.
