Staff told the board the requested rezoning is inconsistent with the Vision Holly Springs Comprehensive Plan, since the Future Land Use Map calls for detached housing and the project proposes other housing types, but recommended it anyway as reasonable and in the public interest for advancing the plan's other goals, including a mix of housing types and infill development. Board members Craig Kessler, Roger Bess and Sara Kempin questioned the applicant team, Jon Keener and Courtney McQueen, and engineering consultant Matt Jones, about townhome unit mix, density, flood studies and buffer preservation near Womble Park. The board voted 7-0 to adopt the staff's plan consistency statement and 7-0 to recommend that the Town Council approve or deny the rezoning as submitted by Qunity.

The board also approved the October 28 minutes 6-0, with Van Crandall recusing himself. Staff reported the Tree Advisory Committee's Street Replacement Grant Program has approved 61 of 93 applications for tree replacement, averaging a $560 reimbursement per tree, and that three planning board terms, including Crandall's, Joe Cuccurullo's and Roger Bess's ETJ seat, are up for reappointment through December 1. The next meeting is rescheduled to December 17 for the holidays.

How the votes went

October 28 minutes approved 6-0, Van Crandall recused. Staff-recommended plan consistency statement for the Grigsby Avenue rezoning adopted 7-0. Recommendation that the Town Council approve or deny Zoning Map Amendment Petition 25-REZ-07 passed 7-0. Adjournment 7-0.
