What's on this agenda

The Planning Board considers two major subdivision plans — one at 975 Avent Ferry Road and one called Evanston — plus a rezoning petition for a bank site on Sunset Lake Road (case 24-REZ-06), which moves next to a Town Council public hearing.

Beyond the land-use cases, the board approves January minutes, designates its Town Council liaison, and hears routine staff and committee reports.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The Planning Board recommended that the Town Council approve a rezoning for a proposed Chase Bank on Sunset Lake Road (case 24-REZ-06), 4-2, after residents raised concerns about traffic, speed and parking on Lassiter Road. Attorney Ashley Honeycutt-Terrazas of Parker Poe presented for the applicant; Chase Bank's Amy Victor answered board questions and said the company had moved its planned ATM drive-through to the rear of the building and put the stormwater control underground in response to earlier feedback. Chair Rick Madoni and member Sara Kempin opposed the rezoning recommendation, both citing the need for more traffic-calming work on Lassiter Road; the board then voted 6-0 on a separate recommendation asking staff to work with NCDOT and future applicants on traffic calming for the area.

The board also recommended two major subdivisions for Town Council approval. It split 5-1 on dividing a 4.1-acre commercial lot at 975 Avent Ferry Road into two lots, one planned for a car wash; Vice Chair Thomas Urquhart dissented, saying the board did not have enough information. It voted 6-0 to recommend the Evanston subdivision, presented by Laura Holloman and Scott Sallade of McAdams, after members asked about boardwalk maintenance and a traffic light planned for Cass Holt and Honeycutt roads. Three residents spoke during public comment: Robert Forcum raised noise concerns about the planned car wash at 975 Avent Ferry Road, and Joe Prater and Ali Volpe both raised traffic, speed and parking concerns about the Sunset Lake Road bank rezoning.

How the votes went

Sunset Lake Road Bank rezoning (24-REZ-06): recommended for Town Council approval, 4-2, with Chair Madoni and member Kempin opposed; a separate recommendation urging staff to coordinate traffic-calming measures with NCDOT passed 6-0. 975 Avent Ferry Road major subdivision (25-MAS-04): recommended for approval, 5-1, with Vice Chair Urquhart opposed. Evanston major subdivision (25-MAS-03): recommended for approval, 6-0. The January 27 minutes were approved 6-0, and the meeting adjourned on a 6-0 vote.
