The council adopted Resolution 26-10 on its consent agenda, accepting Innovate Avenue — formerly the Southern Access Road — for town maintenance from NCDOT. It also adopted its 2026 state and federal legislative priorities, which include funding for a regional wastewater treatment expansion, a new elevated water storage tank, a U.S. 1 interchange in the state transportation improvement program, and a heavy rescue fire truck for crash response on U.S. 1 and I-540. Both votes, and the agenda's adoption, were unanimous. The council did not hold the closed session listed on its agenda.

Police Chief Paul Liquorie presented the department's 2025 annual report: the crime rate fell 14% from the five-year average, and 97.6% of arrests happened without use of force. Fraud and internet crimes against children were the only categories that rose; the department has recovered more than $120,000 for fraud victims and is adding a financial crimes investigator. Development Services previewed upcoming land-use applications, including conditional zoning requests for 303 Blalock, The Nest and The Grove, with public hearings expected for Sunset Lake Commons Apartments, Daventry, New School Montessori and 2420 Avent Ferry Road. Two residents spoke during public comment: AsheLee Bonham Gahagan updated the council on Arts Holly Springs, and Jessica Saylor asked for a crosswalk study at Woods Creek Road and Oaks End Drive.
