What's on this agenda

A retreat follow-up workshop: staff walk council through proposed updates to the town's Strategic Plan for fiscal year 2026-27, ahead of planned adoption at the April 21 business meeting, and give an early look at FY27 budget projections, including revenue forecasts, cost drivers, the Wake County joint-use agreement for the Cultural Center, and micro-transit performance. No votes are scheduled; council is only asked for feedback.

Staff also brief council on construction progress at Eagles Landing Park and float a preliminary operating framework for the new park, before an open discussion and closed session.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Council spent most of the workshop revising the Strategic Plan and reviewing FY27 budget assumptions. Members agreed to broaden the Fire Station 5 initiative to cover future stations, reword the regional transportation initiative as engagement with neighboring towns, and add a new initiative on community-engagement feedback; staff will draft wording and bring it back. On the budget, staff said a countywide slowdown means property tax valuation will grow about 4% instead of the usual 8%, cutting expected revenue growth by about $1.7 million, though FY27 revenue is still projected to rise about $3.7 million. Council reached no decision on expanding Hopper microtransit hours; staff will test options with the vendor and bring recommendations to the April workshop.

Parks and Recreation staff said Eagles Landing Park remains on schedule, with the recreation center substantially complete by late fall 2027. Council agreed with a proposed operating model targeting about 60% cost recovery and backed pursuing sponsorships and naming rights for parts of the building. In open discussion, members asked staff to bring back work on community-engagement metrics and a bicycle-transportation policy; consensus was to pursue both. The council held no closed session despite it being on the agenda, and adjourned at 8:26 p.m. on a unanimous vote.
