Advisory board meeting Parks and recreationAppointments and personnelPolice and public safety

What's on this agenda

A light routine meeting for the Parks and Recreation Advisory Committee: approving prior minutes, a round-robin discussion of hot topics, and standing reports from council liaisons, TRAC, TAC, and the Police-Citizens Advisory Group. No formal action items are listed.

The committee also gets a director's report and a reminder that recruitment for new PRAC members runs from February 1 through April 6.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The committee had no action items and spent the meeting on project reports. The substantive piece was the operating model for the new recreation center at Eagles Landing Park. Director LeeAnn Plumer told members the parks bond pays for construction but not for running the building, so the goal is to recover costs, and she introduced a tiered membership model. Members supported the model and pricing. One member said the Hunt Center's hours do not suit her family and asked for longer hours at Eagles Landing.

Plumer also described a first-time park development partnership with the Village of Harris Lake at Avent Ferry and Rex Roads: seven acres of dedicated parkland plus the park's construction, designed by the developer with town input. It will be a passive park with trails, a nature area and a gazebo, some parking and no restrooms, with a virtual public meeting penciled in for April 15.

On projects, the Oak Hall to North Main Athletic Complex greenway drew six bids with the lowest over the $1.3 million budget, so staff are reviewing the scope and looking for more money. Netting replacement at the athletic complex, $190,000, was heading to the council's March 17 consent agenda. Dugouts and basketball courts at Womble, $1.1 million, go to the council in April. The second phase of Utley Creek Greenway is at 95 percent design with $2.8 million from the town and $3 million from the state. Water fountains on the Middle Creek and 12 Oaks greenways are in permitting. Staff also reported that security cameras and license plate tracking after a theft at Ting Park helped police identify those responsible and recover the stolen items.

The council update said members will talk with cyclists while developing a town bike policy. A teen advisory group heard the police chief on the law around electric bikes and gave feedback on how to reach their peers.
