What's on this agenda
The Parks and Recreation Advisory Committee's one substantive item is a discussion of e-bike education and potential policy changes, following a public comment period where residents can speak for up to three minutes each (15 minutes total). The agenda doesn't say what policy options are on the table, only that the committee will discuss them.
Everything else is routine: approving March's minutes, a round-robin of committee updates ('Hot Topics'), and reports from Council, the Traffic and Roadway Advisory Committee, the Tree Advisory Committee, the Police-Citizens Advisory Group, and staff program updates. No votes or formal actions are recorded on this agenda.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The committee backed the town's proposed e-bike rules. Parks director LeeAnn Plumer laid out what the police department, which is leading the work, is recommending: permit pedal-assist e-bikes, e-scooters and one-wheels on greenways provided riders keep safe speeds, yield to pedestrians and call out when passing; let minors and parents with children use sidewalks with the same precautions; and set escalating penalties, a warning and impoundment on a first offense, a $250 fine and impoundment on a second, $500 and impoundment on a third. The town would pair this with a parents' webpage, videos aimed at young riders, outreach at events and bike rodeos.
Members said the recommendations set the right tone but pressed on timing, saying incidents are happening now and use will rise when school lets out, and that the message to teenagers has to be engaging to land. The committee supported the changes. Staff said a council briefing was due that Friday, the item would go to the council on April 21, and the new policies would take effect around June 1.
One resident spoke. Elsewhere in the meeting, staff reported $38,500 in USTA grants to resurface all eight tennis courts at the North Main Athletic Complex, a library renovation starting in late April that will limit summer use, a CAPRA accreditation site visit from May 11 to 13, and a virtual public meeting on April 15 about a new park near Avent Ferry and Rex Roads.
How the votes went
One vote: approval of the March minutes, moved by Daniel Fenton and seconded by Karen McGowan, unanimous. The committee took no formal vote on the e-bike recommendations, but the minutes record that it supports them.
