What's on this agenda
This is a Town Council workshop, not a voting meeting, so nothing here gets formally decided. Staff will brief Council on preliminary numbers for the FY27 budget, including revenue forecasts and possible funding for capital projects, plus an update on the Holly Springs Hopper microtransit service and whether to expand it. Council's feedback is meant to shape the eventual budget recommendation.
Two other topics get dedicated time: an overview of the town's bicycle planning efforts under the Comprehensive Transportation Plan, and a look at future greenway investment priorities building on the 2021 Parks, Recreation and Greenways Master Plan. Both are informational, aimed at giving Council enough background to weigh in on future policy and project choices. The meeting ends with open discussion and a closed session.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Budget staff told Council Holly Springs' tax rate fell from the 8th-lowest among Wake County's 12 municipalities in 2019 to the second-lowest in 2025, even as property tax revenue growth slows. Staff outlined $4 million to $4.5 million in small capital projects that could draw on unassigned fund balance, including North Main Athletic Complex upgrades, an ADA backlog and a Middle Creek Greenway pedestrian beacon shared with Apex. Council authorized the town manager to move the Sustainability Coordinator position to Public Works and begin recruiting an engineering project manager, both at no added cost. The manager's recommended budget comes to Council May 12, with adoption expected June 2. On the Holly Springs Hopper microtransit service, staff reported 2,431 rides for 3,238 passengers in its first three months, with a 4.9-of-5 service rating; the town could add up to $38,089 in weekday and weekend hours without amending its CAMPO grant agreement, and Council leaned toward using the full grant amount without setting a final schedule.
Staff gave Council a bicycle-planning overview built on the 2022 Comprehensive Transportation Plan, with no policy decision requested. Parks staff proposed four new priority greenway segments -- Bennett Knoll Phase 1, Eden Glen to Optimist Farm Road, Tuscany to Sunset Pointe and Scots Laurel, and Utley Creek Phase III -- and Council agreed with the priorities. The separate Oak Hall to NMAC greenway project came in $470,000 over budget, and staff plans to rebid it. In open discussion, Council member Larson said this year's nonprofit grant requests topped $50,000 against $20,000 available and asked Council to consider raising that budget line; Mayor Kondratick asked staff for a resident-engagement presentation on the Piney Grove Wilbon corridor within six weeks; and Finance Director Tina Stroupe said a water-bill round-up program would need a partner such as Neighbor Up to run it.
