What's on this agenda
The Holly Springs Planning Board's April 28 meeting is light. Besides approving minutes from the March 24 meeting, the board has one substantive item: a public hearing on rezoning petition 25-REZ-02 for Powell Place, a zoning map change request.
The rest of the agenda is routine reporting -- an overview of recent Town Council actions, committee reports, and the regular Development Services report -- with no other land-use, budget, or contract items on the table.
Summarized from the published agenda. Read the agenda itself before acting on it.
Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The Planning Board recommended that the Town Council approve rezoning petition 25-REZ-02 for Powell Place, 6-1. The petition would rezone 32.7 acres at Wake County PINs 0647477441 and 0647465722 from Rural Residential to Neighborhood Residential-Conditional District. Jason Barron of Morningstar Law Group presented the case for the applicant: single-family homes, townhomes and alley-loaded houses, with 47% of the site kept as open space, plus road widening, turn lanes and a contribution toward a signal at Rouse Road and Piney Grove Wilbon Road. Kempin cast the dissenting vote, citing the narrow crossroad and an entrance she said sits too close to the S curves.
Two residents spoke during public comment. Joan Cooper-Zahornacky, who lives in the town's extraterritorial jurisdiction, raised concerns about preserving land in south Holly Springs. Fran Hudson raised a general legal concern. The board also approved the March 24 minutes 7-0 and adjourned at 7:50 p.m.
How the votes went
The board recommended the Powell Place rezoning 6-1, with Kempin opposed. It adopted the staff plan consistency statement and approved the March 24 minutes, both 7-0.
