Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The committee met for just under an hour and took no substantive votes. It approved the April minutes, heard the town manager's parks budget recommendation for FY27, and watched the mayor present a conservation pledge to a class of third-graders.
Mayor Mike Kondratick presented the Mayors' Monarch Butterfly Pledge to about fifteen third-grade pupils from Pine Springs Academy. The pledge is a National Wildlife Federation programme signed by more than 600 mayors, and commits the town to at least three actions: a native seed giveaway, a milkweed seed collection and propagation effort, and a pollinator garden at the Sugg Farm community garden.
Parks director LeeAnn Plumer went through the manager's FY27 recommendation. It carries seven partial-year positions for Eagles Landing Park, $2.1 million in matching funds for renovations at the North Main Athletic Complex, $750,000 for priority greenways out of park bond money, $100,000 to master-plan Carolina Springs Park, $75,000 of pay-as-you-go park rehabilitation, a share of the library and cultural centre renovation, and vehicle and equipment replacements. Council member Sarah Larson told the committee the budget is up 18 percent with no property tax increase and a small water increase. The council received the manager's budget on 12 May, with a public hearing on the 19th, a workshop on the 21st and a vote expected on 2 June.
Staff reported the department passed its CAPRA accreditation site visit, meeting 153 of 154 standards. The Oak Hall to North Main greenway is out for re-bid at $1.3 million, for completion in autumn 2027; Utley Creek Greenway II is being redesigned around the wastewater treatment plant at $2.8 million to the town and $3 million from NCDOT. Pickleball courts at the athletic complex were due in June at $8,700 and tennis courts in early September at $72,200, of which the US Tennis Association is putting in $38,200. Netting replacement there is $190,000 and dugouts and basketball courts at Womble Park $1.1 million. The town's bike ordinance passed and took effect on 1 June, with police outreach sessions set for 11 June at the athletic complex and 18 June at Womble Park.
How the votes went
Two votes, both unanimous and both procedural. The April 2026 minutes were approved on a motion by Daniel Fenton, seconded by Melinda Walker. The meeting adjourned at 7.58pm on a motion by Eric Dean, seconded by Will Ulmer. The minutes record no other motion.
