What's on this agenda

The Holly Springs Town Council holds a budget workshop on the town manager's recommended FY 2026-27 budget. Staff plan to brief the council on Hopper's expanded hours, a utility round-up program for residents behind on payments, and future transportation bond timing. Any change to the recommended budget needs support from at least three council members. State law requires a balanced budget, so any addition needs an offsetting cut or new funding source.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The council reached consensus to add 13 hours of Saturday service to the Hopper transit system, an expansion covered by a CAMPO grant. It also directed staff to keep developing the Round Up program, which would let residents donate toward neighbors' overdue water bills. The town would work with the nonprofit NeighborUp to administer it. Council agreed to work through the summer toward a transportation bond vote in 2027, with room to shift to 2028 if the numbers change.

In its budget discussion, the council named transportation, traffic and affordability as top priorities, including sidewalk connections. It agreed to put $5,000 of an unallocated $10,000 toward the town's nonprofit grant program, keeping the rest unallocated. Council also directed staff to look at expanding small-business grants beyond downtown and to ask NeighborUp about more flexible fees.
