The council approved its consent agenda by unanimous vote and adopted the affordable housing funding plan, allocating $4 million to Hillside Trace, a 190-unit affordable rental project, and a Hope NC project acquiring four units at Weaver's Grove for adults with intellectual and developmental disabilities. Habitat for Humanity's Carver Street project and a Community Home Trust proposal went unfunded for lower scores and lack of readiness.

Emergency Preparedness Director Kelly Drayton reported Tropical Storm Chantal produced a 500-to-1000-year rainfall event, 72 water rescues in Chapel Hill, and damage assessments on 215 homes and 101 businesses; council members pressed staff for updates on greenway closures and lower-cost trail repairs. The council continued the 701 Martin Luther King Jr. Blvd rezoning hearing to Oct. 8, asking the applicant to raise the affordable share above 10% toward 60% AMI, and continued the 5640 Old Chapel Hill Road hearing to Sept. 24 at the applicant's request. The meeting ended with a closed session under G.S. 143-318.11(a)(6).
