Chapel Hill's outside auditors gave the town's FY 2025 finances a clean opinion, with no problems found in $20.4 million of federal money and $6.9 million of state money spent that year. Business Management Director Amy Oland said the general fund has about $3 million available for one-time spending beyond the town's 22% reserve target. She proposed spending it on the Greene Tract agreement, FEMA support costs, street equipment, downtown improvements, the Fire Station 4 demolition and a debt fund payment to keep the bond referendum on schedule. Mid-year property and sales tax collections are running ahead of projections. Council asked staff for more detail on downtown funding and the parking fund before deciding how to spend the surplus.

Planning staff outlined a timeline for rewriting the Land Use Management Ordinance: a technical draft this spring, public review this summer, and legislative hearings in the fall. Council asked for a crosswalk tying the rewrite to the town's housing and development goals. Town Manager Ted Voorhees and three consultants from the UNC School of Government presented a draft instrument for his annual review, combining numeric ratings with narrative feedback; council asked that it weigh outcomes as well as process. All three items were received and filed, with no vote taken. Mayor Jessica Anderson introduced new Town Attorney Nicholas Yates and said the council will mark Black History Month formally at its February 25 meeting.
