Council adopted the Fourth and Fifth Amendments resolution, R-1, unanimously, 7-0, with Council Members Miller-Foushee and Sharp absent. Members pulled the Carolina North letter and nominee list off consent; a motion to keep it there by suspending the rule that sends pulled items to the next meeting failed 6-1, and a first motion to send the nominee list failed 5-2. Council then voted 6-1 to reconsider, 6-1 to split the letter from the nominee list, and 6-1 to send the letter to UNC-Chapel Hill, with Mayor pro tem Berry dissenting each time; a later motion to send the nominee list died for lack of a second, so the list was not transmitted.

Council received and filed the bond-issuance hearing on Chase Park and Elliott Woods Apartments without a vote, then closed the Project Seats hearing and adopted the incentive resolution, R-2, both unanimously. During public comment, members of the Tiger Roots Green Collective, including Marcus Neulander and Samuel Kurz, raised tree protection ordinance violations in the Hillmont neighborhood and other developments and asked the town to formally acknowledge them.

How the votes went

The Fourth and Fifth Amendments resolution (R-1) passed unanimously, 7-0, with Miller-Foushee and Sharp absent. On the Carolina North matter, a motion to suspend the rule on returning pulled consent items failed 6-1 (Ryan dissenting), and a motion to transmit the nominee list failed 5-2. Council then voted 6-1 to reconsider, 6-1 to divide the letter from the nominee list, and 6-1 to send the letter to UNC-Chapel Hill, with Mayor pro tem Berry the lone dissent each time; a final motion to send the nominee list died for lack of a second. The Project Seats incentive resolution (R-2) was adopted unanimously after the public hearing closed.
