Commissioners turned down a voluntary annexation request for two properties at the end of Rencher Street after staff raised concerns about the site's non-contiguous location and the cost of serving an isolated area. Applicant representative Chris Rurkowski had outlined plans for up to 12 workforce-housing lots priced between $300,000 and $400,000. The board voted 3-1, with Commissioner Kathleen Ferguson dissenting, to decline the annexation and direct the applicant to pursue water and sewer service without it; Engineering Services Manager Bryant Green said the town could extend those services outside annexation, though residents would pay out-of-town rates.

The board approved a special event permit for the Wooden Nickel Pub's Zwanze Day beer release, adding conditions on off-site parking, shuttle service and amplified-music notices to the ones staff recommended. It also adopted a resolution settling KEPSC Hillsborough LLC's lawsuit over a proposed development, avoiding what Town Attorney Bob Hornik said could have been seven-figure damages and six-figure legal costs. Every other item, including the Megan Kimball planning board appointment and the full consent agenda, passed 4-0. Commissioner Evelyn Lloyd was absent.
