Council appropriates $1,592,974 from Garner Fire-Rescue's fund balance to pay off outstanding fire apparatus debt, part of a shift to a more sustainable equipment-funding model aligned with Wake County. Wake County's EMS director also briefs Council on system changes coming in 2026.

Most of the meeting is discussion carried over from a canceled January work session: an updated capital and debt model from the town's financial advisor, a look at Capital Improvement Plan horizon projects ahead of the February retreat, and the final recommendations of the Affordable Housing Task Force. None of these get a vote tonight -- they're teed up for the retreat. Council also closes the meeting to consult privately with the Town Attorney.
