What's on this agenda

The item that matters most is at number eleven: the board discusses and makes an appointment to fill a vacant seat on itself. An elected board choosing its own missing member is the closest a county gets to selecting a representative without an election.

Otherwise a short agenda. No public hearings, no regular agenda items and no minutes to approve. The consent agenda carries three things: an amendment letting Habitat for Humanity transfer lots at Weaver's Grove to another affordable housing developer, acceptance of a state trails grant for Seven Mile Creek, and a proclamation honouring a late resident. An hour is set aside for public comment.

Summarized from the published agenda. Read the agenda itself before acting on it.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The Weaver's Grove amendment unwinds a condition the county set twenty-three years ago. In 2003 the commissioners gave Habitat for Humanity $250,000 to develop Weaver's Grove, on terms that every lot be built for homeownership. Habitat has since changed course to make strategic use of rental housing with local partners, and one of those partners came before the board in May 2026 and was given $100,000 to buy units on Sunrise Road as rental housing for households at or below 30 percent of area median income where someone has an intellectual or developmental disability. Buying those units requires the original agreement to be amended, and that is what this does - while keeping the units in affordable use, with reporting, access and certification obligations on the new owner and remedies if they fall out of compliance.

The trails grant is $101,178 from the state's Great Trails State Program, awarded in July 2025 and matched by the county, for the Seven Mile Creek Natural Area. The site currently has just over two miles of trail, all in its eastern part; the grant extends the network roughly 2.5 miles west as a loop that will eventually form part of the Mountains-to-Sea Trail. The state agreement arrived late and needs the chair's signature by 22 August.

How the votes went

Rani Dasi received all six votes for the vacant District 1 seat. The consent agenda and the adjournment were both unanimous.

From the published minutes.

Who spoke

1 member of the public spoke.

  1. The president of the Chapel Hill-Carrboro City Schools Association of Educators spoke on the appointment, remembered Commissioner Bedford as the most prepared person in the room during budget deliberations, and urged the board to give weight to the strong support Rani Dasi drew at the party meeting.

Nobody signed up for the general public comment period on matters not on the agenda. The one speaker addressed the commissioner appointment.

Read from the records the government published after the meeting. Members of the public are private residents and are not named or indexed.

    Procedural
The chair reordered the agenda to take the vacancy appointment first. The board's Rules of Procedure require no motion for the change and none was made.
  2. Discussion and Appointment for the Vacant Position on the Board of County Commissioners
Filling the District 1 seat left vacant by Commissioner Jamezetta Bedford's death on 21 June. Under NCGS 153A-27 the appointee had to be a Democrat living in District 1, and the board had 60 days. Six people applied through the county Democratic Party, whose executive committee recommended Rani Dasi on 20 July after a weighted vote. The president of the Chapel Hill-Carrboro City Schools Association of Educators spoke in support and paid tribute to Bedford, as did the vice-chair and the chair. The appointee takes the oath of office at a later meeting and serves until 7 December.
