What's on this agenda

Forty-five minutes on funding for outside agencies, then ninety on the education budgets: the community college, Chapel Hill-Carrboro City Schools and Orange County Schools, operating and capital. No public comment at a work session; written comments go to the board's email or to the second budget hearing on 28 May.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The outside agencies list is published with its outcomes attached, which is unusually plain. Of the requests before the board, a community organising group asked $25,000 and received funding, as did a health provider asking the same. Several were refused: $10,000 from a disability access group, referred instead to the aging department; $1,500 from a laundry service; $5,000 from a children's fund; $900 from a historical society, also referred to aging. Three were ruled ineligible outright, including $15,000 to a veterans' chapter and $50,262 to a university research centre. A $42,278 request from the water authority was ruled ineligible and referred to social services for a pilot instead.

Publishing the reason beside each refusal - not funded, ineligible, referred elsewhere - is more than most counties do, and it distinguishes three quite different answers: we chose not to, you do not qualify, and this belongs to another department.

The education block covers both the operating appropriation and the capital plans for each school district, which is where the $300 million school bond and the pay-as-you-go argument that dominated the year live.
