Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Orange County's Animal Services Advisory Board approved its April 15 agenda and its March 18 minutes by unanimous vote, adding a discussion of the county's resident survey to the agenda. Board member Judy Miller told the group the survey left out pets and feral cats despite competing funding priorities, a concern she had already raised with the Board of Commissioners. Chair Allan Polak read back the county manager's response, that the omission was about setting priorities rather than exclusion, and said he would advise against the board pursuing the issue. Director Elizabeth Overcash said animal services was likely left off because the department is not facing cuts and is not underfunded. The board took no vote and agreed to keep reviewing the survey.

The board reported two open seats, one reserved for a Chapel Hill retail pet services owner-manager and one from a member leaving at the end of June, with two candidates expected to come up for a vote in May. Vice Chair Debby Hill said she would bring back a proposal for a nonvoting youth delegate seat next month. Director Overcash reported 36 dogs and 15 cats in the shelter and said the low-cost veterinary clinic has seen more than 300 animals this year and is self-sufficient with help from an ASPCA grant. No members of the public spoke during the comment period. The minutes were marked draft and pending approval when read.

How the votes went

The board approved its April 15 agenda, adding the resident-survey discussion, and approved the March 18 minutes with one name correction. Both votes were unanimous voice votes. No other item came to a vote; the board's vacancies and its 2026 goals were held over to the May meeting.
