What's on this agenda
The Orange County Board of Equalization and Review heard 29 appeals of 2026 revaluation values on January 21, 2026, in a morning session of 17 industrial and commercial hearings plus a four-item consent agenda, and an afternoon session of eight residential appeals in Chapel Hill and Hillsborough. The board sustained the county's original assessment on eleven commercial properties, reduced values in fourteen cases, denied one appeal as untimely, and in one unusual case raised a property's value above what the county itself had originally assessed.
That outlier was Ralcar Corp's 7411 Rex Road warehouse, where the county's own analysis found the building undervalued and the board agreed to raise it from $1,967,400 to $2,399,300. On the residential side, most reductions followed the same pattern: appraisers found homes' effective ages, conditions or square footage overstated, and the board corrected them, including one Hillsborough home in poor condition, cut from $304,200 to $208,900 to match an independent appraisal.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Three of the board's nine members were present for both sessions: Richal Vanhook, Shannon Julian, and Barbara Levine, who sat as acting chair in Leon Meyers' absence. In the morning, the board heard appeals from several large industrial owners represented by Morgan Fowler of Ryan LLC. It sustained nine warehouse and storage properties at their current assessed values, including MRE Propco LP's $113,958,600 distribution warehouse on West Ten Road and both of Buckhorn Industrial II LLC's Buckhorn Industrial Parkway buildings, totaling over $51 million. It reduced BRI 1013 Oakwood Street Ext LLC's Mebane warehouse from $5,428,500 to $5,265,700 and Carraway Storage LP's mini-storage building on Myrica Street from $18,835,100 to $16,435,600. It also heard, and sustained without change, seven parcels making up the Glen Lennox Apartments complex on Maxwell Road, Audley Lane and Berkley Road, which the owner had asked to value collectively at $21,343,600 against a current combined value near $42.3 million; the county said the complex's approved redevelopment supported the existing figures. Henry Louis Jicha III's Oak Hill Road home was reduced from $888,200 to $793,900 for a topography adjustment. On the consent agenda, the board approved four further reductions: Jie Zhou's property from $521,400 to $477,200, two Purefoy family properties from $242,900 to $183,900 and $394,100 to $371,600, and Meei Chou's property from $271,200 to $237,600.
In the afternoon, the board heard eight residential appeals. It reduced Michael Yoquelet's 540 North Nash Street home from $643,300 to $633,000 after a square-footage correction, Terry McPherson's 303 North Nash Street property from $407,900 to $345,000 after an inspector found a manufactured home on the lot uninhabitable, and five other homes for condition, age or land adjustments. It denied Netherlan T. Davis's request to hear a late-filed 2025 appeal of 7223 Atkins Road, finding the taxpayer had missed the July 31, 2025 filing deadline despite proper public notice. It also reheard and reduced Thomas Merritt's 709 Church Street appeal, rescinding a December 15, 2025 decision at the appellant's request before cutting the value from $401,700 to $347,700.
How the votes went
All 29 decisions passed without recorded dissent among the three members present, with Richal Vanhook, Shannon Julian and Barbara Levine rotating as movant and seconder throughout. The board also voted to rescind its December 15, 2025 decision on one appeal and rehear it, a motion by Shannon Julian seconded by Barbara Levine that passed with none opposed. The consent agenda was approved unanimously.
