Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Chair Leon Meyers, Saru Salvi and Richal Vanhook sat as the full three-member panel throughout the November 11 hearings, recessing briefly from 2:40 to 2:45 p.m. Meyers raised concern that the board was getting hearing agendas only a day in advance, too little time to review evidence. Staff pointed the board to the county's Spatialest portal and said documentation was usually available several days ahead. Staff also planned to rotate which tax employees attend hearings, after appellants said the number of staff present felt intimidating.

The board reduced ten of the sixteen appeals and left six unchanged, cutting a combined $852,800 from assessments set in the county's revaluation effective Jan. 1, 2025. Individual cuts ranged from $18,300 to $156,300. Four times the board went beyond the county's own recommendation. A Basnight Lane home fell to $429,000, below the staff figure of $448,600. A Starfield Circle home fell to $780,200 even though staff had recommended no change. A Cates Farm Road home fell to $855,300 against a staff figure of $927,700, and a Brookside Drive home to $780,600 against $830,600.

The board also reduced two adjoining Old Orchard Road parcels, a Songbird Lane home under repair as of the valuation date, a Circadian Way townhome, and a Frazier Road manufactured home whose owner was joined by two speakers from the Orange County Property Tax Justice Coalition. It left five other appeals unchanged, among them a Mimosa Drive spray-field lot and a High Street house appealed on a Redfin estimate. Its only divided vote sustained a vacant Old Forest Creek Drive lot at $350,000, 2-1, with Saru Salvi dissenting.

How the votes went

Fifteen of the sixteen appeals passed unanimously among the three-member panel of Leon Meyers, Saru Salvi and Richal Vanhook, with no votes against. The Old Forest Creek Drive appeal passed 2-1, with Saru Salvi voting against sustaining the $350,000 value.
