What's on this agenda

Orange County's human relations commission took an open meetings law refresher from the county attorney on February 24, thirteen minutes of the ninety-minute agenda. That is unusual enough on an advisory board agenda to be worth noting.

The commission also worked its secretary and membership vacancies, recapped its community conversations, and took subcommittee reports on a youth initiative, tabling, and the Pauli Murray Awards.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The county attorney gave the commission a refresher on the open meetings law, running through what counts as an official meeting, that a court can enjoin a public body from violating the law, that anyone may sue in Superior Court and have actions declared void, and that a judge may order fees paid by the county or by an individual member found to have knowingly violated it.

Staff told members the commissioners have tightened the attendance rule: miss three meetings in twelve months and a member is removed. Krista Caraway's resignation left five vacancies, and the commission voted 4-1 with one abstention to recommend Cassie Rice, Andrew Drain and Brandon Loor Intriago. It also approved proclamations for Arab American Heritage Month and Jewish American Heritage Month, and finalized one for Women's History Month.

The Office of Civil Rights and Civic Life set out how it will support the commission's programming: it will approve any organization or speaker, handle bookings and all financial details, and the commission will not discuss money itself. Accessible venues, American Sign Language and other language access were named as high priorities.

Under emerging issues members raised immigration enforcement and social justice, and discussed holding a community conversation on ICE in late summer. The commission will pick a Community Champion from posters made at the March 3 Raise Your Voice youth summit, to be announced at the Pauli Murray Awards on May 17.

How the votes went

The three board membership recommendations passed 4-1 with one abstention on a motion by Jenn Sykes seconded by Shane Lukas.
