The council adopted its agenda unanimously and heard the town manager's update on a successful July 22 town hall. During public comment, a family speaking for the Bailey Legacy Trust urged support for a future rezoning that would build 90 single-family affordable homes named for a family ancestor, describing it as a response to Cary's affordable housing costs. Two residents raised concerns about a separate pending Calyx rezoning: one asked for a 100-foot buffer to protect nearby wells from contamination given the area's fractured granite, and another raised concerns about a proposed assisted living facility's site topography, privacy buffers, and child safety near a potential greenway.

On the consent agenda, the council unanimously adopted resolutions calling public hearings for August 28 on three annexation petitions tied to pending rezonings, the Yates Store Road assemblage (48.79 acres), the Pittard Sears Road annexation (606 and 694 Pittard Sears Road and an unaddressed parcel), and the 1412 White Oak Church Road annexation, and on extending the borrowing authority for the remaining $100 million of the $225 million in general obligation bonds voters approved in 2019, whose authority otherwise expires in October 2026. The council also adopted an adjusted 2025 meeting schedule. In the sole public hearing held that night, the council designated the Levie and Clarence Braswell House at 309 N. West Street as a Cary Local Historic Landmark, following a unanimous recommendation from the Historic Preservation Commission; the president of the Friends of the Page-Walker and Cary's Historical Society spoke in support, describing the home as a rare, well-preserved early-20th-century craftsman bungalow. The council adjourned at 7:15 p.m. with no discussion items or closed session.

Cary has not borrowed the full amount to date, and the authority to borrow the remaining funds will expire in October 2026. Council may approve a three-year extension that will allow, but not require, the remaining $100 million to be borrowed and used for such investments as originally authorized by the 2019 referendum.
