What's on this agenda

Cary's Planning and Zoning Board reviews two rezoning cases for consistency with the Imagine Cary Community Plan: the 22.74-acre Alston Commons mixed-use rezoning along NC 55, which would add up to 625 apartments, office space and a car wash, and the 48.79-acre Yates Store Road rezoning near a historic store site, which would add detached homes and townhouses. The board also reviews its 2024-2025 annual report.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board adopted its agenda and approved minutes from its April 28 and May 19 meetings unanimously. On the Alston Commons rezoning at 4404 NC 55 Highway, 0 NC 55 Highway and 1629 Petty Farm Road, from Office/Research and Developmental to Mixed Use District, members questioned the applicant and staff at length on soil cells for tree preservation, the site's removal from the original Alston Activity Center Plan's design standards, a proposed 30,000-square-foot car wash, transit and pedestrian access along NC 55, a 178-foot water tower on the site, preservation of one of two champion trees, and how a 5% affordable-housing commitment at 80% AMI would be phased across the development. The board found the case consistent with the comprehensive plan 8-1, with member Moncrief opposed; other members cited the need for apartments in a well-located site and support for mixed uses reducing traffic.

On the Yates Store Road rezoning, an assemblage near the intersection of New Hope Church Road and Yates Store Road proposing up to 67 detached homes and 25 townhouses, members asked about unaccepted traffic-safety recommendations including a pedestrian hybrid beacon, the historic Yates Grocery and Farm Supply store's eligibility for the National Register (which would not prevent its demolition regardless of the rezoning outcome), stream buffer requirements, and connectivity between the townhouse and single-family sections. The board found the case consistent with the comprehensive plan unanimously; a member suggested the historic store could become a community clubhouse, though acknowledged that might not be financially practical. The board also reviewed its 2024-2025 annual report without discussion, approving it unanimously, and adjourned at 7:55 p.m.

How the votes went

The board voted unanimously to adopt the agenda and approve both sets of minutes. It found the Alston Commons rezoning (22-REZ-20) consistent with the comprehensive plan 8-1, with member Moncrief dissenting, and found the Yates Store Road rezoning (24-REZ-08) consistent unanimously. It approved its 2024-2025 annual report unanimously.
