The council sat two hours and forty-six minutes, and spent nearly a third of it on one rezoning.

Brickworks took 46 minutes, longer than the rest of the zoning business combined. The two other map changes went quickly: 3112 South Alston Avenue in nine minutes and Davis Park West in eight. The economic development incentive agreement with a local contracting firm carried its own public hearing and ran 30 minutes.

The evening opened with a National Mentoring Month proclamation, then announcements by council and priority items from the city manager, attorney and clerk, which together took 38 minutes - longer than any single item of business except Brickworks and the incentive hearing. The consent agenda passed in under five. The five-year consolidated plan and annual action plan public needs hearing, which sets how Durham will spend its federal housing and community development money from 2025 to 2030, took nine minutes.
