The board's Monday work session was for briefings, not votes. Chief of Staff Ben Canada and lobbyist Philip Isley of Blanchard Miller Lewis & Isley walked commissioners through Wake County's 2026 state legislative priorities — housing affordability, foster care and SNAP and Medicaid funding — ahead of the General Assembly's short session. Commissioners asked about property tax uniformity, unfunded state mandates and when the public can attend legislative sessions, but the briefing produced no board action.

Deputy Director of Community Services Matt Roylance told the board that voters approved $142 million in library bonds in 2024, and staff now propose repurposing the $26 million set aside for a standalone Library Administration building — which will instead share space with a General Services redevelopment — toward expanding the Green Road library, replacing the Olivia Raney library, and enlarging new community branches from 12,000 to 14,000 square feet. Commissioners voiced support without a formal vote. On the county's proposed $57 million Animal Center, commissioners split 4-3 on keeping the design item on the Jan. 20 consent agenda; because a single commissioner can pull a consent item at that meeting, Chair Don Mial said it will move to the regular agenda instead.
