What's on this agenda

The Orange County Board of Health met on 25 June 2025 to receive the 2024 State of the County's Health report and the health director's report. The agenda also carried public and board comment, updates from the board's three priority committees, and a media packet.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

North Carolina's first measles case dominated the evening. The health director said the case was a child visiting from overseas who went to several public places while symptomatic; contact tracing was underway and the department planned to keep pushing MMR vaccination and post signage on symptoms. A pertussis outbreak concentrated in public schools had produced 60 to 70 cases and was easing with the school year over, and the department was handling a tuberculosis case in a patient with no permanent housing. From 1 July, OWASA wastewater sampling would be used to track measles as well as respiratory viruses; Hillsborough lacks the infrastructure to do the same.

The board agreed to draft a letter promoting childhood vaccination in all schools, public and private, and to work on it by email over the summer break rather than wait until August. Members discussed the federal immunization advisory committee's pending review of childhood vaccine requirements and the risk that vaccines reclassified as voluntary would lose insurance coverage.

The 2024 State of the County's Health report showed no substantial change in morbidity or mortality since the 2023 assessment. New work in 2024 included an opioid response and harm reduction coordinator, a post-overdose response team piloted through county EMS, vaping cessation services at Orange High School, and a change to the Unified Development Ordinance restricting new tobacco and vape shops near places used by young people. Staff put the county's housing gap at 13,689 units, a Chamber of Commerce figure, and said Orange County's gap is larger than its peer counties'.

The Connections to Community Support committee is drafting a resolution on affordable housing, built around land use and zoning recommendations and aimed at county and municipal elected officials, for a board vote in August or September. The health director said state and federal funding forecasts for public health and social services were bleak, and that SNAP losing state funding would force hard choices on the county manager. The ad hoc committee on well rules remains on hiatus pending litigation.

  7. VII.A State of the County's Health (SOTCH) Report
The 2024 report showed no substantial change in morbidity or mortality since the 2023 community health assessment.
