What's on this agenda
The Orange County Board of Health adopted its department strategic plan on 26 March 2025 and passed a resolution on social media use, screen time and youth mental health. It also heard from the NC Navigator Consortium and Legal Aid North Carolina about health insurance enrolment.

Meeting recap

The resolution was rewritten on the floor. As drafted it endorsed a specific book, The Anxious Generation, and several members were uneasy about a public body endorsing one title. Staff noted copies are in both county public libraries. The board settled on encouraging parents and young people to explore the resources listed at the end of the resolution, which include that book, and asked for the pages to be numbered and a QR code added so anyone with a printed copy can reach the resources online.
Members then worked out what the resolution is for. It can go to the county commissioners, both school boards and the General Assembly, and the parts aimed at parents can go out through the health department, the county and the schools. One member argued against loading it with specific actions, saying a resolution carrying a dozen tasks will never be passed or executed given the board's capacity. Another said its value is as a public statement of the board's position that can support later programming and advocacy. Members suggested sharing it with local youth organisations, the chamber of commerce and local media, appearing on WHUP radio, and giving public comment at school board meetings.
The navigators told the board that roughly 20 percent of North Carolinians eligible under Medicaid expansion have not enrolled, and that counties reporting more than 95 percent enrolment are probably showing gaps in data collection rather than saturation. Their analysis so far has concentrated on population clusters, leaving rural trends thin, and they are pressing the UNC Sheps Center to add a qualitative element. Legal Aid described its work on eviction defence, housing conditions, foreclosure, debt collection, Medicaid denials and medical debt relief.
The strategic plan came back from the March retreat with a revised organisational chart and was adopted. The health director said she treats it as a living document.
