What's on this agenda
The Orange County Housing Authority advisory board spent most of its 17 April 2025 meeting on when a household should lose its housing choice voucher. Terminations in March were much higher than usual, and the authority had sent notice that it could no longer help with rent.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The programme manager reported the March spike in terminations and the pre-emptive notice that rent assistance was no longer available. The board discussed how many evictions should be allowed before a household is removed and how long a terminated household should wait before reapplying, without settling either. Members said landlords' chief complaints are non-payment and property damage, and that continued voucher use in those cases makes the programme harder to run.
On repayment of overpayments, members suggested looking at how Social Security handles the same problem, setting up payment plans, and asking partner organisations to help. Another asked whether an income increase should be evaluated at twelve months and what evidence of consistency would be needed. One member noted the overlap between this board and the Affordable Housing Advisory Board, which funds savings and support programmes, and asked whether voucher holders have any priority in them.
The project-based voucher item ran out of time and moved to the next meeting. Members reported on 76 townhomes being built by Habitat, a fair housing event hosted by the disability council, and a search for county land suitable for future development. Nobody from the public attended.
