Wake County's South Wake Landfill will reach capacity sometime between 2040 and 2045, solid waste director John Roberson told the board, presenting a study done with CDM Smith consultant Kurt Westerlund on what comes after. The study weighs four long-term options: a new landfill in Wake County, hauling waste to a regional landfill, alternative disposal technologies such as composting or gasification, and a publicly owned waste-to-energy plant. None of the alternative technologies reviewed can process the county's mixed household waste at the scale needed, the study found. A life-cycle comparison of a new landfill, a regional landfill and a waste-to-energy plant rated the energy plant best on air pollution but weakest economically, given Duke Energy's below-market rate for purchased power and a five-year cap on purchase agreements. The study's second phase will engage local governments, advisory boards and residents before the county narrows its options.

One resident raised concerns about a rezoning case, 25-REZ-04, during public comment. In member share, a Teen Council representative on the board presented her board member profile, and members discussed inconsistent follow-through with residents on issues raised in their homeowners associations. Staff liaison Sara Caliendo said the town's Neighborhood Services program is in a transitional period, and that the board's May meeting will be a tour of the South Cary Water Reclamation facility.
