The board cut assessed values on five of the seven contested appeals and left two alone. Three members sat, two more than a quorum requires, and all eight votes were 3-0. The hearing ran from 1:00 to 3:55 p.m.
The reductions were real but well short of what owners asked for. On the largest, the county came down from $3,335,500 to $2,351,000 against an owner's figure of $2,300,000. On two others the board went further than the county's own recommendation: it applied 15 percent functional obsolescence to a house with one bathroom and a flooding unfinished basement, cutting $532,800 to $490,100, and it rejected the county's no-change recommendation on a second property with basement flooding, setting $482,700 against $502,900. On a fourth it applied 80 percent depreciation for an unfinished house and a 15 percent land adjustment, bringing $917,900 to $670,200. Two properties, at $307,000 and $1,016,300, were left where they were.
The consent list held eight reductions the county recommended without a hearing, from a $1,275,900 property trimmed to $1,249,400 down to a building the county now treats as unlivable, cut from $110,300 to $84,400. The reasons are the ordinary corrections of a revaluation: basement space recorded as finished when it is not, a building sketch off by 147 square feet, effective years built rolled back, a grade set higher than the neighborhood supports.
On no appeal where the owner's figure differed from the county's did the board adopt the owner's number.
How the votes went
Eight motions, all carried 3-0: five value reductions, two no-change decisions, and acceptance of the consent list of eight county-recommended reductions. Minutes of the August 11 meeting were approved 3-0.
