Orange County's commissioners and the Chapel Hill town council sat together Tuesday evening to hear one case: Holy Trinity Anglican Church wants to rezone about 15.5 acres at 1651 Old Lystra Road for a place of worship and up to ten homes. The land sits in the Chapel Hill Joint Planning Transition Area, where Chapel Hill's zoning rules apply but both bodies have to approve a change.

Both planning bodies have already recommended approval. Chapel Hill's Planning Commission voted 5-1 in May with four conditions, among them a height cap on the Old Lystra Road lots and a definition of the "tiny homes" the applicant's plan mentions but nobody has defined. Orange County's Planning Board voted unanimously in June, asking for traffic control to stop cut-through traffic between Old Lystra Road and Wave Road. Staff recommended approval and asked both bodies to close the hearing and vote later: the county at its business meeting the same night, the town on September 23.

    Thomas and Hutton, for Holy Trinity Anglican Church, asks to rezone the site off Old Lystra Road at the end of Wave Road from Residential-Low Density-1 to Residential-4 Conditional Zoning District. The plan is a place of worship up to 50 feet tall and up to ten single-family homes up to 35 feet. Part of the site is in Chapel Hill's extraterritorial jurisdiction and the rest in the Transition Area the town shares with the county, which is why both bodies must approve. Staff recommend approval subject to the conditions in Ordinance A and support all the requested modifications to regulations. Notices went to owners within 1,000 feet on September 1.
