Jan Nicols of VRC Limited, for JD Investment, and landscape architect Brandon Moore presented the plan: a 15,000 square foot event center with parking for 300, reached by a long access road off US 64, with the building's position constrained by a pond and stream buffers. Hours would run 8 am to midnight, every day of the year.

The commission's questions were about screening. The site needs a 20-foot Class A opaque evergreen buffer wherever existing vegetation does not already block the view from neighboring homes, and the site is mostly mature hardwood with some tall pines, leaving many gaps to fill. More than 10,000 plants were on the plan but only three evergreen species across the whole buffer; the commission asked for more native diversity at varying heights and for non-natives to be removed. Members also asked whether the septic area would be cleared and asked that trees framing the view of the pond be kept. Five of six members attended.
