What's on this agenda

Chatham County's commissioners spent 19 November 2024 on the capital plan for 2026 through 2032. Two projects were new: a $3,850,000 roof replacement at Siler City Elementary, and a $1,285,000 dam replacement at the Northeast District Park.

The plan funds large projects with debt. School debt is repaid from impact fees, lottery proceeds and the debt reserve, and other debt from 9.7 cents of the tax rate going into that reserve.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

All five commissioners attended.

Staff set out the funding strategy and what could break it: if bids come in well over budget, both the debt model and the capital reserve take the hit. Smaller needs are meant to be paid as you go from the capital reserve, with grants leveraged where possible.

Parks and recreation fees have to be spent in the district that collected them, and the split is stark: $9,316 came in from the western district in 2024 against $225,018 from the eastern. Water system development fees brought in $403,249.

The plan came back for a public hearing on 18 November, drawing one written comment asking the board to fund trail projects, and was adopted on 16 December with the board's changes.
