Cary's Parks, Recreation and Cultural Resources Advisory Board reviewed two rezoning cases on 3 August — 25-REZ-08 on Jacobs Creek Lane and 23-REZ-14, the Hatcher property. This board sees a rezoning for what it means for parks, greenways and open space before the Planning and Zoning Board and the council take it.

Both cases went on to those bodies: Planning and Zoning recommended the Hatcher rezoning on 24 August, where the applicant committed to build the village trail and part of the Kit Creek greenway corridor. The board voted 7-0 to recommend a recreation-fund payment in lieu of land dedication for both rezoning cases before it: 25-REZ-16, an 8.99-acre annexation and rezoning on Jacobs Creek Lane for up to 16 detached dwellings, and 23-REZ-14, the 23.15-acre Hatcher property rezoning for up to 52 units in western Cary. Staff recommended payment in lieu on both, citing nearby greenway corridors and parks rather than land within the sites themselves. On Hatcher, members raised the lack of a pedestrian and bicycle crossing of Highway 55 and asked staff for a fuller history of past land dedications to inform future votes.

The board also reviewed, without voting, the town's fiscal 2027 capital and operating budgets and a draft of its 2025-26 annual report; members plan to adopt the report at their next meeting. No members of the public signed up to speak.

How the votes went

The board adopted its agenda and the June 8 minutes without objection, then voted 7-0 on each of two land-dedication recommendations: a payment in lieu for 25-REZ-16 on Jacobs Creek Lane, and a payment in lieu for 23-REZ-14, the Hatcher property. Member Dean Perry was absent for both votes. The agenda lists the Jacobs Creek Lane case as 25-REZ-08, but the same minutes' own land-dedication list assigns that number to an unrelated Green Level Church Road case reviewed in January 2026; the case decided here is 25-REZ-16.
