Apex's council meetings on 11 and 25 August each carried five annexation hearings and two rezoning hearings. The council denied the Teeter Property rezoning at 2728 Holland Road on 9 June. On 14 September the planning board recommended the 32-acre North Salem Street mixed-use development after eleven of twelve speakers asked it to refuse.
The data center moratorium Mayor Pro Tem Terry Mahaffey proposed on 10 March is in force, and an Environmental Advisory Board subcommittee is studying ordinance amendments on data centers.

Advisory board appointments stalled when the mayor withdrew his recommendations before the 15 September work session. On 22 September the council takes up an ordinance rewriting how its five resident advisory boards are filled, with 69 applications on file. The same agenda opens a hearing on a $16 million bond order for streets, sidewalks, Town Hall and the Tunstall House.
