Garner's May data-center moratorium had a paper trail before any project triggered it: a February council retreat debated growth-policy tools, and an April 28 work session briefed staff on a moratorium's legal process three weeks before the 19 May vote. Garner was not first, though. Chatham County adopted its own halt 11 February, Apex heard one 14 April, and Orange County adopted 21 April.
Bennett North Apartments, a 171-unit affordable project, shows how a case can drag: a financing resolution was deferred in January, again in March, then returned a third time on 31 March, by when the developer had shifted 170 of 171 units to 60 percent of area median income in exchange for a tax exemption. No vote is recorded.
