The story so far

Holly Springs opened a fight over data centers this summer, and it's still working through it. On June 16, the town council held a public hearing on a data-center moratorium. Hillsborough took up an identical question that same month. That's a sign more than one Triangle town wants to study the use before deciding how to regulate it. The hearing led to Ordinance 26-19, a 12-month moratorium that blocks new data-center applications while staff draft zoning standards.

The town's Land Use Advisory Committee has since run three study sessions: July 7, August 4, and one slated for September 1. At that session, Central Pines Council of Governments is due to brief the committee on data-center technology, regional impacts, and how other places regulate it. Staff will also share results from the town's public-engagement portal. No draft standards have surfaced yet in these summaries. The pattern so far is a hearing, then a moratorium, then repeated study, which points toward a formal ordinance once the work wraps.

On July 28, the Planning Board split 3-3 on a motion to deny it, leaving no majority recommendation either way. The town council took the case up August 18, with staff again recommending approval. By then the applicant had raised the minimum commercial building height and widened a buffer along the planned Buckhorn Duncan Road extension.

The FY 2026-27 budget moved through the town's usual stages. Staff previewed early revenue projections at a March 10 work session, followed by a further preview April 14. The manager presented the recommended operating budget and Community Investment Plan May 12, then the public hearing followed May 19. A dedicated workshop May 21 covered Hopper transit expansion and a utility-bill round-up program. Council adopted the budget June 2, alongside that cycle's semiannual UDO text-amendment package.

Two other items in this window haven't reached a vote. A June 9 workshop floated moving subdivision and development-plan review off Holly Springs' current quasi-judicial process, which staff said leaves the town behind most peers. The proposed replacement, an administrative-level process, would speed routine approvals but drop the public hearing. No direction from council is recorded yet. On August 18, alongside the 2420 Avent Ferry Road case, council signed a five-year, roughly $2.15 million contract with Oracle NetSuite. It replaces the town's 20-year-old financial and utility-billing system, after vendor Tyler Technologies stopped developing it.
