The story so far
Wake Forest processed a steady run of annexation and rezoning petitions on its edges this year. In February the board annexed 2.36 acres for the Villas at Wake Forest Crossing development. It also took up a 7.76-acre petition from Ritchie Family Properties at 1313 N White Street, though the applicant, High House Capital, asked to push the vote from May to June while it finished feasibility work. In August the board scheduled a hearing on a separate 8.25-acre annexation at 0 Devon Square Boulevard.
The clearest case study is 3832 Rogers Road. The board set a hearing on the Eddins family's 2.97-acre annexation petition June 16. The Planning Board took up the companion rezoning, case RZ-25-03, from Residential-30 to Neighborhood Mixed-Use Conditional District, on July 14. Both came back for a linked public hearing and vote August 18, by which point the rezoning applicant had changed from Michael Birch to Worth Mills. Two Main Street parcels went through the same residential-to-neighborhood-business path between February and March.
Fire Station 6 moved through a capital project's stages in order. Staff previewed the construction contract February 3 and put it on consent with a state financing resolution February 17. A financing public hearing followed March 17, and the board approved financing through an installment purchase agreement with Pinnacle Bank April 21. The FY 2026-27 budget followed its own yearly rhythm: staff presented the draft budget at a May 5 work session, held the required public hearing May 19, and walked the board through it again June 2. The board adopted the budget ordinance June 16, along with resolutions setting next year's property tax and stormwater-fee collection.
The board also spent most of the year filling one of its own seats. Commissioners interviewed candidates February 3, discussed the vacancy again June 2, held more interviews June 23, and swore in Commissioner Daniel Hupp August 4. Micromobility rules tightened on a similar timeline: after adopting a scooter and e-bike ordinance in January, the board reviewed added rider rules and civil penalties at the June 2 work session, considered a companion ordinance letting officers impound unsafely ridden devices, then adopted both June 16.
Two long-range plans advanced through the Planning Board this year. The Sustainability Plan moved from existing-conditions findings in March to draft recommendations in August. The Planning Board recommended 2026 Comprehensive Transportation Plan amendments 5-0 after public comment in August, sending them to the commissioners by September 1. Separately, the board settled Schooldev v. Wake Forest and joined a multi-town opioid settlement against six remaining defendants April 21. The Board of Adjustment spent an August 20 hearing on a decade-old dispute over Franklin Street Townes' 2015 special-use permit, which required a pool and clubhouse the developer never built. The developer disputes a 2024 violation notice over that on eight separate grounds.
